Program Overview
The JVS North Employment Source office, provides employment services to unemployed individuals of all ages, financial backgrounds and skills to help them gain employment within their field or a related field. JVS Toronto is an approved service provider of the Canada-Ontario Job Grant (COJG) that provides opportunities for employers to invest in their workforce, with help from the government. JVS Toronto's Newcomer Services offer a variety of programs to Internationally Trained Individuals in a range of occupational fields, including sector-specific and Bridge Training programs, a number of them in Architecture and related professions. This position oversees the operations of the Canada-Ontario Job Grant and Architecture Programs.
We're looking for someone who will:

  • Oversee and plan a full range of COJG program activities; monitor and ensure operational effectiveness of the program
  • Support ongoing development, evaluation and continuous improvement of COJG while ensuring that program performance commitments and outcomes are being met and are in compliance with funder agreements.
  • Establish and build relationships with relevant employers to support JVS Stakeholder Engagement initiatives
  • Approve Employer applications for training, determine eligibility, develop funding contracts, approve and sign contracts in line with established guidelines
  • Oversee all funder-required financial documentation, financial reimbursement and employer payment process; conduct statistical and analytical analysis, run program reports, liaise with funder and manage file auditing
  • Contribute to the development of business plans across Employment Services
  • Provide direct leadership and management to the administrative staff of the programs
  • Ensure operational processes are well established and followed across the Architecture-related programs
  • Ensure meeting all funder reporting obligations, including oversight of relevant data entry in CaMS, iCARE, Salesforce and other relevant funder and internal databases
  • Work closely with Manager, Architecture to manage consultant contracts and program budgets
  • Assume full responsibility for overseeing staff and operations as well as preparing reports for BUILD program, support report preparation for IPLAN programs
  • Monitor and assess program budgets and financial statements to ensure that numbers are accurate, targets are being met and expenses are within budget; communicate findings as necessary
Flexible hours / evenings / weekends may be required for this position.
Minimum Qualifications & Experience:
  • You have a university degree or an equivalent combination of education and experience in Business Administration or a related field.
  • 3-5 years' experience managing and developing administrative and financial systems with a strong background in information technology.
  • You have demonstrated excellent verbal communication and writing skills, problem-solving, decision-making, time management and organizational abilities.
  • Proven track record of team leadership and the successful management of staff in a customer service-oriented environment.
  • Advanced knowledge of Microsoft Office including Word and Excel in a Windows environment is a necessity.
  • Knowledge of CAMs, iCARE and Sales Force is a definite asset.
  • You are culturally sensitive when dealing with clients, employees and the community and deal effectively with a wide variety of individuals.
