We are currently hiring for two Manager of Business Solutions to oversee the
Application Delivery
and the
Software Development and Quality Assurance
Teams. In both roles, you'll help shape how Ontario's emergency health services respond in real time. Whether you're managing live applications or leading the development of new solutions, your work will directly support 911 dispatchers, paramedics, and healthcare providers in delivering life-saving care.

Application Delivery
As the Application Delivery Manager, you will lead the maintenance, support, and delivery of critical in-house applications and data products used by 911 call takers, paramedic services, and health stakeholders. This role oversees a team of DevOps specialists and SMEs providing 24/7 support for cloud and on-prem environments, ensuring operational stability and high performance. You will manage operational real-time mobile and web applications, including field tools for iOS/Android and real-time dashboards developed in Power BI. The ideal candidate brings a deep understanding of systems development, change management, and large-scale project delivery, combined with strong people leadership, stakeholder engagement, and a commitment to continuous improvement.
Software Development & Quality Assurance
As the Software Development & Quality Assurance Manager, you will lead a dynamic team of developers, DevOps, and QA automation specialists in delivering and supporting innovative, in-house data products and applications. This role requires strong technical expertise in cloud and on-prem environments, a commitment to quality assurance and automation, and a collaborative approach to stakeholder engagement. The ideal candidate will bring hands-on leadership, a passion for continuous improvement, and the ability to drive delivery of high-impact solutions in a 24/7 Tier 3 support setting.

As part of GovTechON within the Health Services Cluster, you'll join a forward-thinking team that supports I&IT solutions for emergency health services across Ontario.
The Emergency Health I&IT Solutions and Technology Management Branch provides digital solutions that support the Emergency Services Division. Our work ensures that land ambulance dispatch systems, security operations, disaster recovery, and technology modernization efforts are all functioning smoothly. You will report to the Senior Manager of Solution Development and Implementation and work closely with leaders and peers across the ministry and GovTechON.
What you bring to the team

Strategic Leadership and People Management
Demonstrate the leadership behaviours, attributes and mindsets for leaders, across the organization, to lead the OPS into the future and deliver our vision.
Ability to carry out comprehensive management functions including recruitment, performance evaluation, resource allocation, mentorship, and support for continuous learning and staff development.
Proven ability to manage technical teams in complex, fast-paced environments, balancing short-term demands with long-term planning.
Strong organizational awareness and strategic thinking to provide advice on emerging issues and align team efforts with ministry priorities.
Technical Expertise
Skill in leading software development or DevOps teams through all stages of the application lifecycle.
Proficiency in using continuous deployment tools and managing cloud and on-prem infrastructure.
Expertise in supporting 24/7 production environments and real-time, user-facing applications.
Ability to guide system architecture, application deployment, and operational stability.
Application Delivery Manager specific expertise required:
+ Expertise in managing DevOps support for real-time tools, including dashboards and mobile applications.
+ Skill in applying change management practices to ensure system integrity and accurate documentation.
+ Ability to plan and track complex technical projects across multiple teams and vendors.
Software Development & Quality Assurance Manager specific expertise required:
+ Skill in building high-performing software development and QA teams focused on innovation and delivery.
+ Experience with managing cloud infrastructure to enable agile development and continuous delivery.
+ Expertise in designing and implementing test automation strategies and quality assurance frameworks.
+ Technical knowledge of modern development environments and tools such as .NET, Azure, and Power BI.
Project and Service Management Skills
Proven success managing large, complex I&IT projects while maintaining timelines, budgets, and service standards.
Ability to oversee internal teams and third-party suppliers in the operation and enhancement of batch and real-time systems, including incident/problem resolution and solution implementation.
Strong technical problem-solving and architectural decision-making to ensure software is secure, efficient, and aligned with user needs.
In-depth understanding of security and privacy considerations crucial to emergency health I&IT solutions.
Ability to anticipate risks, resolve complex issues, and ensure operational continuity in critical public service environments.
Relationship Management and Communication Skills
Excellent communication and presentation skills to engage technical and non-technical audiences.
Experience negotiating service delivery expectations with internal and external partners, including third-party providers.
Ability to develop and manage effective relationships with ministry clients, external vendors, partners, and other clusters/ministries to support solution delivery and service excellence.
