Job Description


Position Description:

  • Lead the development and ongoing maintenance of a corporate asset management program. Develop and supervise long-term asset management strategies, inventory and plans for building and site assets.
  • Required Achievements for the position will include but are not limited to the following statutory milestones as set out in Ontario Regulation 588/2017, passed pursuant to the Infrastructure for Jobs and Prosperity Act, 2015:
  • Updating of the \xe2\x80\x9cStrategic Asset Management Policy\xe2\x80\x9d.
  • Completion of inventory for Norfolk County\xe2\x80\x99s \xe2\x80\x9ccore assets\xe2\x80\x9d (roads, bridges, culverts, water, storm water and wastewater infrastructure), a methodology for measuring the level of service and accurate and adjustable cost estimates to maintain municipal services.
  • Completion of the abovementioned milestone parameters to include all County assets (buildings, parks, recreational facilities, long term care, etc.).
  • Completion of an Asset Management Plan that includes proposed levels of service and also have in effect a detailed asset lifecycle management strategy and long-term financial strategy to pay for same.
  • Develop, implement and monitor best practices for asset rehabilitation/renewal analysis, including developing techniques for financial modeling requirements for lifecycle analysis, condition assessments, inspection programs, and developing service level standards and performance measures.
  • Integrate building technical audits, lifecycle replacement analysis for building systems and staff growth forecasts to develop and recommend detailed annual and 10-year capital plans (in compliance with PSAB 3150).
  • Develop capital reserve plans for major facilities, including identifying systems to be replaced, cost and date of replacement, and annual reserve contributions essential to implement future work.
  • Research and forecast asset management trends, projecting current activities and programs into longer term needs.
  • Identify gaps, opportunities, and risks associated with building assets, obtaining input and requirements from other staff to achieve continuous improvement.
  • Research and prepare staff reports for Council related to capital asset management.
  • Assist in the preparation of the County\xe2\x80\x99s Capital Budget and its related schedules
Requirements

Knowledge and Experience:
  • Post-secondary education in Civil Engineering, Business, Finance or related discipline. Professional accreditation within the applicant\xe2\x80\x99s area of expertise is required.
  • 2 years of relevant and progressive work experience, preferable in a municipal government, including project management experience in asset management, developing and implementing strategic planning and capital programs.
  • Knowledge of Canadian and international asset management standards and best practices with a focus on the municipal sector
Skills and Abilities:
  • Working knowledge of relevant portions of the National and Ontario building codes, Ontario Fire Marshall\'s regulation, Insurance Advisory Council regulations, The Planning Act, Development Charges Act, Occupational Health and Safety Act, and other related legislation, policies, and regulations.
  • Experience working with diverse teams including engineers, operations staff, management and Council.
  • Excellent time management / organizational skills.
  • Excellent computer skills and experience working with financial software (Microsoft Dynamics GP would be considered an asset).
  • Knowledge of evidence-informed practices in all areas asset management.
  • Excellent or and written communication skills.
  • Must be aware of safe work practices as they relate to job responsibilities and work environment, and have the basic understanding of the Occupational Health and Safety Act.
