Job Description


An excellent temporary opportunity as the Manager, Affordable Housing working with our Affordable Housing strategy, developing relationships with key stakeholders and leading the research to target the needs to the community.

Key responsibilities:

  • Lead the implementation, monitoring and refinement of the Council-adopted Affordable Housing Strategy, Homelessness Strategy and related initiatives.
  • Oversee, manage and provide strategic direction on affordable housing and homelessness matters as the Section Head, including setting priorities for the team.
  • Provide expert advice to City Council, senior management, various City departments, Richmond service providers and community members on various issues and options related to affordable housing and homelessness.
  • Lead the research and analysis of needs within the community; develop and uphold affordable housing and homelessness policies and initiatives; and secure affordable housing units through the City\xe2\x80\x99s Low End Market Rental Program.
  • Raise the profile of the City\'s commitment to affordable housing and homelessness through awareness building, education and networking.
  • Work with City staff (Development Applications, Policy Planning, Real Estate, Law, Transportation, Community Bylaws, Finance, Corporate Communications), other levels of government, community agencies and developers to ensure affordable housing and homelessness initiatives (including the development of affordable housing projects) are realized.
  • Manage the Affordable Housing Capital and Operating Reserve Fund, provide recommendations to Council for adjustments as required.
  • Work with key homeless-serving agencies, people with lived experience and other key stakeholders to develop new policies, programs and initiatives that achieve positive impacts for people experiencing or at risk of homelessness in Richmond.
  • Establish and maintain excellent working relationships with a range of community stakeholders, including non-profit housing providers, community organizations, and stakeholders involved in homelessness service delivery.
  • Monitor and assess senior government policies and programs related to affordable housing and homelessness, and recommend City advocacy positions related to City Council and senior management.
  • Prepare reports and memos to City Council and present to City Council and committees on matters related to affordable housing and homelessness.
  • Supervise the work of the Program Lead, Homelessness, Affordable Housing Planner 2, Affordable Housing Planner 1 and various contractors.
  • Knowledge, Skills & Abilities:
  • Knowledge of the affordable housing field, including relevant policies, programs and community initiatives.
  • Knowledge of municipal government processes.
  • Project management experience.
  • Experience working collaboratively with different levels of government, community members and organizations.
  • Ability to manage multiple projects and operate effectively within tight and shifting deadlines.
  • Ability to prepare, monitor and manage budgets.
  • Proven skills in decision making, communication and public consultation, facilitation and negotiation.
  • Excellent verbal and written communication skills, including report writing and presentation skills.
  • Team leadership skills, including the ability to coordinate major inter-disciplinary projects involving complex and politically sensitive issues.
  • Ability to work independently.
  • Experience supervising professional staff.
  • Ability to successfully pass a Police Information Check. Ability to successfully pass a Financial Sector Police Information Check.
Qualifications and Experience:
  • University degree, preferably at the Master\xe2\x80\x99s level or equivalent combination of education and experience in planning, housing, social planning, project management, research or related fields. Minimum five years previous government and/or community experience in affordable housing, policy planning, land use planning and development, or related fields.
  • Eligibility for membership in Canadian Institute of Planners and accreditation in project management is desirable
