Manager, Administration & Finance, Regina Campus

Primary Purpose: To provide essential management in all administrative and financial functions of the College of Medicine Regina Based programs with major responsibilities for collaborating with the Associate Dean to achieve the goals, objectives and strategic directions related to the medical education mandate of the College of Medicine as well as contractual agreements, organization structures, budgeting and financial reporting.

Nature of Work: Reporting to the Associate Dean, Regina Based Programs, assignments are primarily in working closely with the Associate Dean Regina to achieve the strategic direction of the medical education mandate and the management of activities and operations of the Regina office. This position processes and provides advice on complex matters, both administrative and financial, to the Associate Dean and various members of the Executive team. This role is responsible for all financial and administrative operations of the unit that support the academic mission including IT, facilities, contracts/grants, financial and human resource management. This position exercises discretionary decision making.

As a member of the college\'s leadership team, the Finance and Administration Manager participates in strategic planning and implementation of major goals and objectives, and serves as a resource regarding the financial and administrative affairs of the Regina office. The Manager provides supervision and directs the work of departmental staff in the financial, educational, administrative, and clinical areas. The Manager develops, monitors, and updates financial and administrative policies, procedures and processes, and recommends efficiencies to meet the unit\'s goals and objectives, while ensuring that all activities, processes, procedures, and policies are compliant with university and college policies and procedures. The Manager provides effective integrated financial strategies and initiatives that support the unit\'s unique objectives and operational requirements and is responsible for addressing complex financial matters, applying comprehensive financial management skills and offering exceptional client service, often during periods of change, high work volumes, and stringent deadlines. The Manager is required to provide timely and innovative responses to continuous shifts in policy and direction as the college and departments adjust to ever-increasing demands on their resources. Through liaison activities and relationship building with university and provincial health authority administrative and ancillary departments, the Manager ensures the needs of the units are met.

In providing various financial and administrative services, the Manager exercises discretion and professional judgment in maintaining confidential information, and applies sound practices with a consistent, proactive and collaborative approach. The work is high volume and complex and decisions ranging from the mundane to the critical are required on a routine basis. A high level of concentration is required for long-term planning and for dealing with multiple projects with competing priorities. Emerging and unpredictable events are to be dealt with in a time sensitive and timely manner. Difficult decisions are expected. The Finance and Administration Manager demonstrates resiliency while working in an environment where there is ambiguity, continuous change and shifting priorities.

Accountabilities

  • Work with the Associate Dean to achieve the goals, objectives and strategic direction related to the medical education mandate of the College of Medicine.
  • Manage activities and operations of the Regina office including developing and implementing strategies and processes to ensure policies and procedures are followed which include regulatory bodies.
  • Oversee all administrative staff (ASPA & CUPE) including direction and assignment of day-to-day duties; responsible for ensuring quality output in a timely fashion; and responsible for performance reviews, feedback, mentoring, orientation, training, disciplinary action and dismissals.
  • Provide accurate and timely budget preparation, financial forecasts, accounting and financial reporting. Ensure budgetary updates quarterly and management of the Regina Campus operating budget.
  • Presents and conveys accurate information and data to ensure financially viable and sustainable decision-making and problem-solving
  • Research and analyze information and compile data for statistical reporting and provide guidance to the Associate Dean and/or Executive Deanery related to medical education and processes.
  • Ensure the successful development and operation of contractual agreements including monitoring and control of new contracts and renewals. Oversight on processing and payment of these invoices.
  • Effectively communicate college and university policies and procedures with respect to financial and administrative issues.
  • Provide guidance, advice and information to the Associate Dean Regina Based Programs on all financial and administrative including any long-term strategic planning.
  • Collaborate with the other College of Medicine departments and units as required to ensure the educational mandate is achieved, including but not limited to accreditation, and to enhance curriculum delivery, service and support to undergraduate students and adhere to accreditation standards.
  • Coordinate and manage special projects and initiatives.
  • Liaise and collaborate with the Saskatchewan Health Authority in the Province to ensure effective efficiencies (i.e. human resources, space, IT).
  • Advise, consult and make recommendations to the Associate Dean related to aspects of postgraduate medical education.
  • Lead, advise, consult and make recommendations to the Associate Dean related to aspects of undergraduate program management, including but not limited to: admissions, program requirements, registration, leaves of absence, graduation/convocation, academic and non-academic misconduct, policy exceptions, and student rights.
  • Support continuous quality improvement within the college by facilitating quantitative and qualitative assessments of the curriculum and by working with the broader education team to implement recommendations arising from internal and external reviews
  • Establishes and maintains strong working relationships with all key stakeholders, including leaders from assigned departments, central office colleagues, educational program leaders, Vice, Associate and Assistant Dean and external partners, including the provincial health authority, to facilitate joint initiatives, initiate proactive improvement, address emerging challenges and promote appropriate and effective integration of operations
  • Coordinate and oversee special and ongoing events and forums as needed to represent the Regina education office.
  • Participates in unit strategic planning ensuring that developed goals align with the university and college goals and contribute towards revenue enhancement, cost containment, maximizing academic performance and clinical service and research productivity
  • Plans for renovation, relocation and other activities related to physical facilities for the unit.
  • Collaborate with Information Technology groups to maintain and improve student systems, and to maintain and improve online information and resources for undergraduate students, staff, and faculty.
  • Identify needs and initiate ongoing training in program management tools and processes for staff.
Qualifications
Education & Experience: A relevant university degree, preferably in Commerce, Business, Accounting or related field, along with a minimum of five (5) years of leadership experience with demonstrated excellence in leading people and of senior budget and finance management of a complex and diverse fund source organization such as a health care or post-secondary education environment. Past experience working in a matrix reporting environment. Awareness of issues facing higher education, medical schools and experience with physician engagement is an asset.

Skills: Demonstrated leadership ability with superior interpersonal communication (verbal & written) skills that allow timely development and presentation of information and recommendations; ability to work independently as well as collaboratively within a team environment; demonstrated sound judgment and confident decision-making; possess and display initiative, tact, diplomacy, discretion and confidentiality; proven ability to manage and supervise support staff; maintain a high degree of accuracy; demonstrated proficient skills in accounting and budgeting; well-developed analytical skills; proven proficient computer application skills including word processing, spreadsheets and databases; and knowledge and experience with University of Saskatchewan systems and functions including human resources, payroll, budgeting, accounting and payment services would be considered an asset.
