Maintenance Person 1, Water Meter

Department: Water and Waste Services

Job Summary:

The incumbent supplies water meter services including installing, reading, inspection, and maintenance, provides cross connection, backflow prevention and basic plumbing services and assists in the installation, operation and maintenance of the water distribution, and wastewater and storm water collection systems.

Duties and Responsibilities:

• Inspects, installs, maintains and recommends the size and type of water meters and freeze control devices and assists in the installation, maintenance and repair of water distribution and wastewater and storm water collection systems.

• Reads water meters and records and monitors water usage.

• Inspects plumbing for metering and cross connection/backflow prevention infractions, authorizes water meter systems for water turn on and completes inspection reports.

• Carries out annual testing of City owned backflow prevention devices and for external contractors as purchased.

• Answers enquiries with regards to water metering and cross connection/backflow protection and answers or distributes other public enquiries and complaints. Conducts tours of bulk water station and explains operation to students in Bulk Water certificate courses.

• Maintains the bulk water loader dispending stations and provides input into that section of the Sewer and Water Bylaw.

• Maintains and repairs fire hydrants and valves and maintains records.

• Performs thawing of water and sewer services and mains and sets up pumps for dewatering.

• Provides input to and monitors the water metering/cross connection/backflow section of the departmental budget.

• Moves equipment and material to and from job sites and performs labouring functions.

• Reads and interprets maps, blue prints and service records.

• Follows, so far as is reasonably practicable, established safety procedures and standards.

• Acts as SMP 2 and Warehouse Person as assigned.

Job Requirements:

Working Conditions:

Regularly exposed to dust/dirt, fumes/odours, inclement weather and temperature extremes, confined spaces, and bodily waste/fluids, including sewage, in the course of daily work activities.

Required Knowledge, Skills and Abilities:

• Completion Grade 12 or GED
• Water Meter Selection, Operation and Maintenance
• EOCP Level 1 Certificate in both Water Distribution and Waste Water Collection
• Steamer Operators Ticket
• Confined Space Entry certificate and Breathing Apparatus Operation
• Cross Connection and Backflow Prevention Certificate
• Yukon Electrical Safety Course
• Rigging and Hoisting
• TDG & WHMIS
• Standard First Aid, CPR Level C
• Trench Safety, Fall Arrest & Traffic Control
• Class 3 Driver's License with Air Endorsement
• Previous experience - 3 years' water and sewer systems municipal experience including 1 year experience related to water metering and basic plumbing
• Interpersonal and conflict resolution skills and ability to work without direct supervision.

An equivalent combination of education, training and experience may be considered.

Sanding, blasting, paint spray booth, meter data collecting equipment, tools required to inspect and maintain water meters, bleeders and backflow prevention devices, service vehicle, van truck, rodder/educator truck, ride-on compactors, skid steer, truck/van steamer, hand tapping tools, leak and metal detectors, dewatering pumps, various generators, service line tracer, electric rota-router, jack hammer, electric winch/crane, hot water thaw pumps, manual sewer tapes, tampers, power and hand tools, breathing apparatus, gas detectors, winch/tripod/harness, fork lift, heaters, and computer with applications such as Outlook, Word, Excel, ERP, and Maintenance Management System.
