As independent, community-focused units, Local Housing Organizations (LHOs) operate within the framework of the Inuit Societal Values and strive to provide most of the day-to-day services associated with program delivery to individuals and families. The 25 LHOs partner with the Nunavut Housing Corporation, to deliver housing programs and manage assets.

The Nunavut Housing Corporation (NHC) is an agency of the Government of Nunavut with a mandate to create, co-ordinate, and administer housing programs to provide fair access to a range of affordable housing options to families and individuals in Nunavut. NHC has recently launched The Nunavut 3000 Strategy ( which is a collaboration between the government and its partners to deliver 3,000 new units across the housing continuum by 2030.

Kikitak Housing Association:



The Maintenance Team oversees maintenance activities for NHC owned housing developments across the city of Gjoa Haven, totaling approximately 295 units.

Kikitak Housing Association, Local Housing Organization(LHO) is seeking a Maintenance Manager to manage its daily maintenance operations. This position will be based on a 40-hour work week with occasional weekends, as required.



The Maintenance Manager will oversee all maintenance operations and ensure compliance with regulatory, quality, health, and safety standards. The primary responsibilities include performing maintenance and repairs, inventory management of building materials sourced from yearly sealift, supervising and training maintenance staff, coordinating with program managers, and developing procedures and systems for efficient management of modernization and improvement (M&I) renovation projects. The Maintenance Manager will also be responsible for field supervision of 15-20 staff and independent contractors working on LHO projects.

Reporting to NHC Kitikmeot District Office, and directly to the LHO Housing Manager, the Maintenance Manager will be responsible for the Planning and administering maintenance programs required to meet the mandate of the agreement for social housing programs, between Nunavut Housing Corporation and the Local Housing Organization.

The key responsibilities of this position includes the following:

Providing supervisory direction and expertise to maintenance staff working in various maintenance positions in the LHO

Planning and administering the execution of O&M funded projects and M&I capital projects.

Identifying preventative maintenance requirements in consultation with the Housing Manager and staff, leading to the establishment of annual plans to complete these requirements.

Conducting semi-annual inspections of buildings and works to review the standard of maintenance being provided, adherence to the plan, identifying problem areas and revising the plan as needed.

Ordering ample stock of materials to follow the maintenance program by constantly reviewing LHO material inventory stock on hand, and preparing major material orders to meet annual sealift re-supply dates.

Reviewing maintenance standards with Nunavut Housing Corporation and recommending changes where necessary.

Administering and applying the collective agreement with respect to maintenance staff bargaining unit

Assessing training needs and recommending courses for the non-certified tradesmen and apprentices to enhance their overall skill level and obtain necessary certifications within accepted financial restraints of the LHO

Using experience and judgment to plan, spend, monitor and report on the maintenance O&M budget in a format outlined by NHC district office

Knowledge, Skills and Abilities Requirements Includes the Following:



Previous supervisory/management experience - at least 5 years proven experience supervising a crew of at least 10 workers

Previous administrative experience using excel, processing invoices, developing scopes of work, making lists of materials required, estimating job costs for renovation projects, and installation of building systems

Previous project management experience, along with basic knowledge of tendering, procurement, etc.

Journeyman tradesman certification with a minimum of 5 years' experience at the journeyman level in an acceptable residential trade such as oil burner mechanic, carpentry or maintenance plumbing/electrician.

Valid Class 5 driver's license

Thorough knowledge of maintenance and construction principles, health and safety standards, and automated data systems.

Ability to establish rapport and maintain effective professional relationship with tenants, staff, vendors, and other stakeholders.

Proficiency in using Maintenance Asset Planner (AP) Maintenance Management- System

Must be resident of Gjoa Haven, Nunavut or willing to relocate to the community

Compensation Package



Annual Salary ranging from

$107,392.50 -

129,138.00, per year- $51.63-$62.09 hourly

based on skills, experience and the community in which the position is based.

In addition to the annual salary, a Northern Allowance of $16,008 to $43,588 per year, $8.21-$22.35 depending on the community.



Enrollment in the NEBS Pension Plan and Insurance.

3 weeks of paid vacation to start plus 2 weeks paid leave in lieu of overtime.

Subsidized Housing is available.

Physical Demands:



The position involves various physical tasks, including sitting, standing, walking, bending, lifting, and operating equipment in indoor and outdoor winter environments. Incumbents may be exposed to cold weather, cleaning chemicals, fumes, dust, and air contaminants.
