RESPONSIBILITIES


Reporting to the Manager of Planning & Public Works, the Maintenance Lead is a working supervisor who ensures that all public works activities of the Town are properly designated and completed. As the main role for the Town's operations, it is expected that the incumbent understands and accepts that it is possible they may be contacted after hours in the event of a Town emergency or any issues that arise that require their assistance.

DUTIES



The Maintenance Lead is the main role for the Town's maintenance operations, and as a working supervisor completes their work while also ensuring that the work of the other maintenance staff is completed. Specific duties of this role include, but are not limited to, the following:

Supervision/Oversight



Participate in hiring and training of public works staff. Supervise public works staff. Be knowledgeable of all public works functions occurring in the Town. Create and manage a Work Order Log work in conjunction with the Manager of Planning & Public Works and other Town staff. Oversee all public works inventories, maintain adequate levels of supplies (eg. road salt, oils, gas, road signs, hardware, and tools), while applying pricing and purchasing policies and guidelines. Monitor the work of contractors hired to perform road work on Town roads. Supervise snow clearing contract and support the Manager of Planning & Public Works in contract negotiations, fleet inspections, recommendations for improvement, and conflict resolution. Conduct daily monitoring of the AVL systems for all equipment ensuring contract compliance and appropriate direction of the fleet to problematic areas. Recommend future public works contracts for specific street areas and/or culverts, infrastructure upgrades, municipal buildings and parklands that require maintenance.

Public Works



Operate Town equipment to complete tasks such as installation of culverts and riprap for driveways, signage, radar signs, ditching and miscellaneous work. Create and ensure implementation of a fleet/equipment/vehicle maintenance program including routine oil changes, seasonal tire changeovers and access mechanics and garage services as necessary. Create a fleet/equipment/vehicle phasing-in and phasing-out plan in conjunction with the Manager of Planning & Public Works. Maintain and purchase new equipment as required for recreational facilities/parklands. Create and maintain a condition inventory of all streets and parkland infrastructure, including street speeds, street signs, traffic calming installations, bridges, cross street culverts, playground equipment, sports equipment, and sports infrastructure. Ensure that Town culverts, currently installed, or proposed and being installed, meet regulations and standards for safety.

Development



Be the eyes and ears on the ground representing the Town's interests in all new development projects. Measure pegged out areas and other compliance aspects of out-buildings prior to issuance of permits. Supervise and enforce compliance with development conditions for new home construction. Work closely with the Manager of Planning & Public Works to ensure that compliance with regulations is enforced prior to permits being issued for further building or development. Monitor to ensure that stop orders are being enforced. Perform walk-throughs for new buildings prior to the issuance of occupancy permits and ensures that the new culvert and rip installations are compliant. Review NL Power street-lighting pole drawings for subdivisions, conduct site inspections and make recommendations

Occupational Health & Safety



Support the Town Manager/Clerk in overseeing the application of OH&S regulations for staff and contractors by being the eyes on the ground, monitoring the application of regulations, and supporting staff and contractors to identify and eliminate hazards by conducting inspections, reporting and resolving issues, and reporting incidents according to WHSCC guidelines. Train staff in OH&S regulations and advise administrative staff of any required training to be booked. Monitor the weather forecasts and advise the Town Manager/Clerk of any weather events that may affect the Town to ensure adequate measures are in place to protect and respond to issues that may arise. Work closely with the Town Manager/Clerk, Manager of Planning & Public Works, and the Emergency Management Committee, and help wherever necessary.

QUALIFICATIONS



- Minimum three years of experience working in maintenance

- Exceptional customer service skills with a strong sense of public service for the general public and citizen groups.

- High School Diploma

- Experience with carpentry and/or construction.

- Safety Training would be an asset: Emergency First Aid, Traffic Control, Powerline Hazards, WHMIS.

- Class 5 Drivers License with ability to safely operate a truck and trailer.

- Ability to safely operate equipment such as mower, trimmer, tamper, chainsaw, snow blower, power tools and hand tools.

- Competent in operating heavy equipment (rubber tire backhoe is a plus); minimum three years of experience

- Able to lift 50 lbs.

- Must have weekend availability.

Job Types: Full-time, Permanent

Pay: $52,850.00-$65,000.00 per year
