Mainframe Migration and Modernization Project Manager

consultant for the

Ministry of Finance

, to work on the Banking and Cash Management (

BCM

) Treasury Management System (

TMS

) implementation, in the Province of British Columbia. You must be available to

work 100% remote full-time 35 hours per week

.

Reimbursable expenses paid travel, may be required, for quarterly meetings, and the anticipated term of this

opportunity is for 2 years, starting April 15 2025.



Project Context



The Treasury Management System implementation is an ongoing multi-year, multi-phase, mainframe migration and treasury modernization initiative embarked on by the Banking and Cash Management (BCM) branch at Provincial Treasury, Ministry of Finance.

Background



The project's objectives will be achieved through the timely replacement of 10 mainframe systems with FIS' modern Treasury Management Solution (TMS).

Objectives:

Improved ability to align with or respond to evolving banking industry standards, and payment practices. Improve the ease of the ministry program customers' management of citizen services and transactions. Reduce duplications and improve the consistency of financial services across ministries. Provide timely, detailed and consistent enterprise-wide transaction data in support of improved financial management across government. Replace the cost of legacy mainframe multiple application processing, maintenance, and enhancement with that of an efficient modern architecture.
This project will lay the groundwork for the achievement of the following outcomes:

Outcomes:

Reduced costs of administration, associated with administrative effort, transaction non-standardization, bank account volumes, etc. Increased automation, related to transaction processing times, traceability, modernized payment support, data accessibility, and self-service for ministries' programs. Increased operational service excellence, associated with service availability, timeliness, reliability, integrity, and enablement of improved financial management.

Scope



This project is intended to successfully replace 10 aging legacy mainframe systems with a modern, adaptable, and efficient application and data architecture by March 2026. It is divided into three principal phases for planning and management purposes, described at a very high level below:

Phase 1: Kickoff and Design:

: Acquisition of solution components, the design and configuration or customization and integration of the modernized application and data architecture, its acceptance, and related change management planning. Phase 3: Implementation

(Fall/Winter 2025)

: Internal and external stakeholder technical and business change management, verification of the solution's integrity, cutover and mainframe system decommissioning.
The focus of this project will be on the replacement of existing functionality through implementing the TMS, with the intent of minimizing change to internal and external stakeholder systems or processes and to reduce complexity and risk. It also intends to deliver an initial instance of a core banking data repository.

Consultant Qualifications



The

Project Manager

is required to have the following skills and experience:

Have a minimum of three (3) years of experience within the last seven (7) years as a Project Manager for IT project. Have an undergraduate degree (e.g. BA, B.Sc, information technology, engineering or other technology related field). Consideration of certifications as a CA, CMC, CMA, CGA, or CFA as an alternative to a conventional undergraduate degree. Preferably Project Management Professional (PMP) designation. Deep Knowledge of tools such as Microsoft Excel and Project Have Public Sector experience e.g. a provincial government, crown corporation, municipality, or agency. Experience with Projects generally not exceeding $5 million and usually under one (1) year in duration.

Pay: Up to $85.00 per hour
