Perform supervisory and administrative duties associated with low voltage rights acquisition and payments. Develop procedures, manuals, and presentations to train staff to perform tasks and operate and maintain systems which support the Real Estate Department's management of HONI's Low Voltage Group, specialized services and payments. Work with HONI Lines of Business (e.g., Provincial Lines, Forestry) and external service providers (e.g., Inergi, surveyors, legal conveyancing firm) to review, update and clarify procedures, processes and other dayto day matters related to low voltage rights acquisition and real estate payment processing. Review and process various property documents and prepare correspondence to property owners, municipalities and legal firms, railways, government agencies and LVR matters.:
1.Supervise, organize, schedule and monitor work and responsibilities of staff assigned to low voltage rights acquisition and specialized real estate services.
2.Implement standards and procedures for carrying out the work and improving process efficiency.
3.Coach, monitor and assess team performance objectives. Provides suggestions to Manager for consideration and action relative to staff promotion, transfers and disciplinary action required. Approves time and requested leave, deals with routine personnel matters.
4.Recommend staffing requirements, participate in the interview and selection process and be responsible for staff job training and development.
5.Review staff performance and initiate effective recommendations to improve performance. Deal with problems relating to the interpretation and application of the Collective Agreement.
6.Assist the Manager to determine the training requirements for assigned staff. Ensure direct reports receive adequate training and that expertise is maintained within LVR and Specialized Services Team.
7.Interface with HONI lines of business and external organizations (e.g., Provincial Lines, Forestry, property owners, municipalities, legal firms, railways, government agencies, surveyors) to effectively track, monitor and improve processes and resolve controversial issues. Communicate potential shortfalls or problems to the Manager and lines of business.
8.Support manager by interfacing with legal conveyancing firm to ensure efficiency and quality of service delivery and participate in the supply chain process for administering contract. Provide vendor performance feedback to supply chain on surveyors and other contractors retained by the team.
9.Develop and maintain documents, processes, procedures and training material for LVR and Payment with continuous focus on efficiency improvements. Prepare, develop and maintain comprehensive reporting systems for LVR acquisitions, rights inquiries/searches and Real Estate payments. Prepare supporting communication packages relating to LVR and
Payment processes and related subjects making presentations to various groups, as needed.
10.Ensure LVR and Real Estate payments are kept up to date in Integrated Real Estate Information System (IREIS), and other relevant databases and filing systems.
11.Ensure LVR monthly journal transfers go to the appropriate lines of business and are completed at the end of the month.
12.Perform related administrative duties including the review and approval of LVR and payment cheques, purchase orders, and invoices.
13.Monitor file progress and create monthly dashboard reports. Ensure the team is aware of and action upcoming deadlines to ensure easements are registered and agreements do not expire.
14. Provide real estate advice and guidance to other Company staff Regarding the acquisition of low voltage rights. Explain and clarify easement and other real estate agreement interpretation, real estate policies and procedures, and role, as required.
15. Liaise with internal and external legal counsel, management (both real estate and other lines of business) to address concerns regarding acquisitions that fall outside the standard acquisition process, clauses, or compensation. Assist the Manager, or other delegates in negotiations of agreements requiring settlements beyond the prescribed Schedule of Rates or standard clauses.
