Position: Logistics Coordinator and Program Lead
Location: Regina Saskatchewan
The Consultant(s) shall provide the Services in a professional manner and quality in accordance with the Proposal forming part of the Master Services Agreement. Elections Saskatchewan (ESK) is looking for a resource to lead the development of a logistics plan for, and oversee the implementation of, the acquisition, imaging, deployment and support of laptops that will be used in pre-determined voting locations for the upcoming General Election (GE) in 2024. Technology will be deployed out of satellite offices to approximately half the constituencies in the province. This resource will be responsible for: 1. Working with internal business units to understand and document business requirements. 2. Developing and managing a plan for all activities related to imaging laptops, coordinating activities at satellite offices, and providing support to voting locations. 3. Coordinating system imaging logistic for laptops to be used at voting locations (determining quantity, shipping, receiving, inventory and quality control). 4. Establishing and shuttering satellite offices (likely located in Regina and Saskatoon) to distribute, receive and deploy technology. 5. Developing satellite office procedures and processes. 6. Managing the staffing of satellite offices, including hiring, training and overseeing team members. 7. Assisting with the implementation of a centralized support model for voting location technology support. 8. Developing and/or reviewing support materials. 9. Coordinating work with ESK\'s internet service provider. 10. Maintaining all program implementation documentation. 11. Coordinating post-election debrief and analysis. Qualifications 1. Resources being proposed for this service must have: Ability to quickly obtain subject matter expertise on election processes, system operations, workflow and associated user and group permissions. Strong written communication skills including advanced capability to document technical specifications and processes. Meticulous attention to detail. Ability to determine and understand how activities are related and how changes to one area may impact others. Ability to produce step-by-step simulation documentation that can be used by participants who may be at differing levels of understanding and experience of the electoral process. Ability to effectively interact, communicate and collaborate with internal and external individuals with different backgrounds and various levels of expertise. Ability to lead and direct a team. Proven written and oral communication skills. Demonstrated ability to establish and maintain strong and effective working relationships with staff, stakeholders and vendors. A PMP certification preferred but not required. 2. Experience considered an asset: Mature self-starter with demonstrated low supervision. Program implementation. Building and location logistics. Floorplan setup and shutdown. Asset management. People and time management. System imaging, software configuration, and networking. Conflict resolution. All work will be performed onsite at Elections Saskatchewan office in Regina. Limited travel throughout the province may be required. Term The initial term will start as soon as possible, and end on December 31, 2024.
