Licensing Officer - Job Posting (6-month contract)

As an independent, non-profit, regulatory agency that oversees the sales of personal-use new and used vehicles, the Vehicle Sales Authority of BC:

Is responsible for the administration of the Motor Dealer Act and portions of the Business Practices and Consumer Protection Actin relation to consumer vehicle purchases from licensees, Licenses motor vehicle dealerships, salespeople, broker agents, broker agent representatives, and wholesalers, Provides licensing courses and continuing education for VSA licensees, Offers consumer information and assistance, Provides assistance with dispute resolution, Investigates consumer complaints and claims, Undertakes compliance action.

What's the Role?



We are looking for a Licensing Officer to join our team for a 6-month contract and to actively support the VSA mission and vision as a front-line ambassador in processing motor dealer, wholesaler, broker-agent and salesperson applications for licensing and renewals of licenses. The Licensing Officer will regularly update the Licensee Registry within the organization's database. The Licensing Officer also assists in arranging for salespersons to take the Salesperson Certification Course and any other required continuing education.

What You'll Do:



The key accountabilities for this role include:

Processing applications for a license, renewal of license, or course registrations in a timely manner with attention to detail and concern for the public interest. Responding to a high volume of communications and in-person visits from industry and the general public in a professional, courteous, and informative manner. Working collaboratively as part of the VSA team. Building and maintaining professional relationships with dealership contacts, outside licensing, municipal authorities, and government agencies. Gathering evidence and assisting in preparing written reports in a professional, objective, and unbiased manner for Registrar hearings. Exercising good judgment and discretion in an objective, unbiased manner. Performing a variety of clerical/administrative functions, including preparing statistics, in support of licensing processes. Other duties as assigned by direct supervisor.

The Licensing Officer's primary role is the processing and reviewing of applications for licensing or renewal of licensing and arranging salesperson training. In this position, you will respond to all licensing issues and recommend solutions by referencing existing legislation, regulations, policy and procedures, or escalate the matter to management.

Your Experience and Educational Background



Preferred

University degree One year's experience in a related field (e.g. administering consumer protection legislation, government licensing clerk or other field directly related to the job duties). Recent graduates will be considered. Knowledge of the Motor Dealer Act and the Business Practices and Consumer Protection Act and their associated regulations Knowledge of the BC motor dealer industry Understanding of administrative law principles and regulatory authority
Preference will be given to applicants who have worked in a regulatory environment involving consumer protection.

Compensation



This position offers a competitive salary. The annual salary range for this role is $56,880 - $63,990 (to be pro-rated according to the 6-month contract term), plus 6% in lieu of vacation. In addition to the compensation, the VSA offers 6% in lieu of benefits.

Length of Contract



The Licensing Officer position will run for 6 months from the mutually agreed upon start date.
