JOB SUMMARY
The role is responsible for the assessment and determination of eligibility for charitable gaming licensing, ensuring compliance with Alberta Gaming, Liquor and Cannabis (AGLC) policies. The incumbent will review and process applications for gaming eligibility including, bingo, casinos, raffles, and pull tickets.
As a Licensing Eligibility Analyst, you will conduct full eligibility reviews on both new applicants and currently licensed groups, apply knowledge of relevant policies, monitor and facilitate the donation of gaming proceeds, prepare Requests for Decisions, freeze orders, and attend board hearings as an eligibility expert witness. You will be expected to make informed eligibility reviews, decisions and notify applicants on your own.
A day in the life:

• Review bylaws, lease agreements, contracts, financial statements, records of program delivery, and websites/internet searches.
• Complete reviews of new applicants and existing organizations already licensed.
• Monitor and facilitate donation of gaming proceeds.
• Recommend and draft policy changes.
• Communicate with external and internal stakeholders.
• Make informed decisions unaided regarding eligibility and deliver message to applicant.

SKILLS & ABILITIES

• Post-secondary education in a related field
• Experience as a subject-matter expert attending and participating in board hearings.
• 5+ years interpreting policy, conducting research, assessing applications, and providing written reports and responses.
• Sound research skills with bylaws, lease agreements, financial statements, contracts, records of program delivery, web sites etc. as part of the eligibility review.
• Experience writing Requests for Decisions, freeze orders, briefing notes etc.
• Ability to interpret and apply knowledge of legislation, regulation, and charitable gaming policies.
• Strong computer skills using Microsoft Word, Outlook and Excel.
• Assets include:

• Experience in a regulatory environment and tribunal processes.
• Experience working with the charitable and non-profit sector.
