The Liquor, Gaming and Cannabis Authority of Manitoba (LGCA) regulates the province's liquor, gaming, cannabis, and horse racing industries. We license liquor sales, service and manufacturing, gaming employees, products and operations, retail cannabis stores and horse racing. We strive to serve the public interest by regulating these industries in a respectful, impartial, and balanced manner.

The LGCA is seeking a highly motivated individual to work within the Commercial Services Department, which is part of the Operations Unit. The role of the clerk is to provide front line client services, and administrative functions that support the Operations Unit and the LGCA's regulated industries, specifically commercial gaming, liquor, and cannabis.

Candidates who do not meet all essential criteria and qualifications may be considered on an underfill basis at the underfill pay grade [6XB]. In such cases, the candidate will be appointed at a lower classification and pay grade until the required qualifications are met.

Full working level salary range: $50,649 - $62,281 per annum [6XC]

Underfill salary range: $45,997 - $56,588 per annum [6XB]

Staff in underfill will perform duties with appropriate supervision and may be eligible for reclassification to the full working level upon demonstration of required competencies, experience, or qualifications, subject to approval and in accordance with the collective agreement.

Qualifications:


The successful candidate must have:



A high school or general education diploma, and at least one to two years of experience in an administrative or clerical role, preferably in the public sector. A combination of education and experience may be considered.

Excellent communication and interpersonal skills to effectively communicate with staff, clients, and stakeholders.

Knowledge and experience reviewing and approving routine, non-contentious applications.

Proficient keyboarding and data entry skills with a high level of accuracy and attention to detail to manage and maintain files and electronic records.

Impartiality and sound judgement, with demonstrated problem-solving, decision-making, and analytical skills.

Knowledge and experience interpreting policies, legislation and supporting regulatory standards and requirements.

Demonstrated political acumen; and respect for others to handle sensitive and confidential matters.

Effective time management and organizational skills to plan, balance and prioritize multiple work demands and deadlines.

Demonstrated ability to work independently and in a team environment.

Proficiency with Microsoft 365 and specialized databases.

The following qualifications are desired:



Knowledge of The Liquor, Gaming and Cannabis Control Act and regulations.

Experience processing fee payments.

Proficiency in French.

Duties:



The Licensing Clerk is responsible for providing customer service and completing administrative tasks. This includes reviewing and approving non-contentious applications and requests, and processing fee payments. The position utilizes the LGCA's data management system to accurately enter, track and update information. They are also responsible for reviewing, processing, and approving correspondence pursuant to The Liquor, Gaming and Cannabis Control Act, regulations, terms and conditions, procedures, and directives. The clerk responds to and redirects calls, faxes, and emails; and provides assistance to the general public.

An eligibility list may be created for similar positions and will remain in effect for 12 months.

Applicants may be required to write a screening/selection test.

Applicants must be legally entitled to work in Canada.

Circumstances may arise where the competition may need to be withdrawn.

A positive attendance record will be a consideration in the screening process.

Satisfactory work performance in the preceding 12 months is required.

A satisfactory Criminal Records Check verified by fingerprints is a condition of employment.

The work requires extensive use of a computer (approx. 90%) working at a sit/stand workstation.

Prolonged visual concentration is required when reviewing applications and documents.

The work also requires prolonged visual concentration when reviewing applications and documents and occasional lifting of objects (archive/supply boxes) weighing 7 to 10 kilograms.
