Job Summary: The primary purpose of this leadership position in Information Technology Services is to investigate IT and business requirements; design, develop, document and support solutions; and apply knowledge of the best-of-breed processes and procedures in business applications to recommend changes to business processes. The Library Systems Analyst is responsible for complex analytical and advisory work related to information technology and business systems.
This position leads software development projects through the preliminary investigation, analysis of requirements, business case and feasibility analysis, design, implementation, quality control, documentation, and post-implementation review phases. The incumbent investigates IT and business requirements; analyzes business system problems; designs, develops, plans, documents, implements and supports solutions. This position participates in the planning and development of systems and procedures; works with other Library departments to integrate their information needs; coordinates system implementations and evaluates the effectiveness of solutions once implemented working with system vendors and with other Information Technology Services staff.
This position provides a business analysis role, undertaking studies for design and implementation of new and enhanced library systems; contributes to the departmental workplan; and supervises the Web, Database and Application development team. This position provides ongoing application support and responsibilities may include performing hands-on programming when required. The position has access to confidential and business critical information, and makes recommendations for changes in methods, processes and procedures that may impact on operational areas as well as staffing work loads. The position has significant responsibility for the function of the Integrated Library System and related software and interfaces.
The incumbent is a member of the Information Technology Services Leadership Team and works collaboratively within the team to ensure service priorities are met. Work is performed under limited supervision with considerable independent judgment and action.
Job Requirements:
Education/Qualifications:
  • University graduation at the Bachelor level in Computer Sciences or Engineering, specifically including or supplemented by education and training in project management techniques; or an equivalent combination of education, training and experience
  • MLIS from an ALA accredited library school preferred
Experience:
  • A minimum of 3 years\xe2\x80\x99 experience in a library environment with at least two years in an information technology environment providing business analysis, technical support and hands-on programming; OR an equivalent combination of training and experience
  • Project Management certification OR; an equivalent combination of training and experience
  • Experience in the information technology industry is an asset
  • Experience working in web development is an asset
Knowledge, Skills & Abilities:
  • Thorough knowledge of information technology specifically Microsoft and Unix operating systems; office productivity software; and integrated library systems
  • Thorough knowledge of coding and programming languages including but not limited to SQL, PHP, HTML, CSS
  • Thorough knowledge of the use of information technology in a library environment, and in a public library environment in particular
  • Thorough knowledge of current trends and industry best practices in area of responsibility
  • Considerable knowledge of modern application development tools and techniques, including design, programming and documentation
  • Considerable knowledge of modern project management and systems analysis tools and techniques
  • Considerable knowledge of modern tools and techniques for business case development and evaluation
  • Working knowledge of the operations, procedures and policies of library departments
  • Excellent project management and organizational skills
  • Ability to lead, coach, mentor and develop a staff team
  • Excellent team-building, conflict resolution and leadership skills.
  • Excellent interpersonal, communication and listening skills to deal tactfully, effectively and respectfully with all library staff and external contacts
  • Excellent ability to condense large amounts of information into readable, understandable written and/or typed details
  • Ability to coach technical staff, assess effort, and support them in using their own technical skills to find solutions to problems.
  • Ability to develop, document, review and revise formal working procedures and techniques
  • Ability to communicate effectively both orally and in writing with all levels in the organization, and with external clients and business contacts
  • Ability to develop and maintain effective working relationships at all levels in the organization, external clients and business contacts
  • Ability to work effectively with changing and competing priorities with frequent interruptions within a multiple task environment
  • Ability to analyze the implications of proposed changes and to present proposals in non-technical language
  • Strong analytical and problem solving skills

Salary: $51.78 to $61.23 per hour
