Job Summary




The Lead Referrals Clerk plays a key role in communicating Nak'azdli Whut'en lands and interests by managing and coordinating the review of referrals related to proposed territorial use. Reporting to the Yinka Huwunline Manager, the Lead Referrals Clerk ensures that all projects, activities, and developments--whether proposed or existing--are assessed in alignment with the Nak'azdli Whut'en Land Stewardship Plan and Referral Matrix. The Lead Referrals Clerk will engage with internal departments, Keyoh Holders, external agencies, and project proponents to ensure meaningful consultation, timely responses, and inclusion of community values.

Duties & Responsibilities:



Receive, record, and process all incoming referral notices in a timely and organized manner. Respond to all Major Project referral notices and assist with other referral responses as needed. Collaborate closely with other referrals staff, Keyoh Liaison, Research Coordinator, and Guardian Program Coordinator to ensure coordinated and informed responses. Keep the community informed on Major Projects and related matters by organizing and conducting community meetings. Manage and maintain spatial files and the traditional use database to support accurate and meaningful responses. Review multiple land and water development applications, prioritize responses, and track their status through completion. Facilitate collaboration with internal departments, external agencies, project proponents, and other First Nations. Consult with the Keyoh Liaison regarding the history, use, and length of tenure of the Keyoh, as well as all commercial activities occurring within its boundaries. Prepare detailed land use reports for specific areas and Keyohs as required. Maintain accurate, up-to-date records and files for each referral and associated response. Support and facilitate engagement and consultation processes with stakeholders and partners. Prepare written reports and presentations as requested by leadership or management. Coordinate and manage the referrals database and other related information systems. Perform other relevant tasks and administrative duties as may be necessary.

Qualifications:



High School diploma and/or post-secondary education in Natural Resource Management, Indigenous Studies, Environmental Studies, Geography, or a related field. A combination of education and relevant work experience may be considered. Knowledge of Indigenous governance, land stewardship principles, and the rights and title of the Nak'azdli Whut'en. Understanding of land use planning, environmental assessment processes, and referral review systems. Familiarity with Keyoh (traditional land management system) structure and significance. Valid Class 5 driver's license and access to a reliable vehicle for travel as needed. Criminal record check will be required.

Skills & Experience:



Experience working with First Nations communities or within a governance, stewardship, or consultation office. Strong knowledge of provincial and federal land and resource development referral processes. Proficiency in GIS (Geographic Information Systems) software, spatial data management, and database systems. Excellent written and verbal communication skills, including the ability to prepare technical reports and deliver presentations. Strong organizational skills and attention to detail, with the ability to manage multiple priorities and deadlines. Proven ability to work collaboratively with internal teams and external stakeholders, including government, industry, and other Nations. Experience coordinating or supporting community engagement or consultation processes is an asset. Self-motivated, dependable, and capable of working independently or under minimal supervision.

Working Conditions



Work involves extended periods of desk-based tasks, including computer work and document review. The position may involve working with sensitive or confidential information requiring discretion and professionalism. A high level of attention to detail and the ability to manage tight deadlines in a fast-paced, dynamic environment is required. The role may involve working in collaboration with multiple departments and community members with varying perspectives, requiring cultural sensitivity and strong interpersonal skills.

Hours of Work




Regular hours of work will be from 8:00am - 4:00pm for 7 hours per day from Monday to Friday up to 35 hours per week. It is expected that all work will be completed within your regular working hours, however, you may be required from time to time to work outside your normal hours of work.
