We have an exciting opportunity in the Procurement and Category Management (PCM) Department for a Lead Procurement and Category Specialist for large-scale construction contracts!
The Lead Procurement and Category Specialist (LPCS) provides strategic sourcing expertise and develops and implements strategies that align with business objectives for the procurements and category they oversee. This role involves sourcing and negotiating with suppliers, managing supplier relationships, analyzing market trends, implementing industry best practice and improving procurement processes within their assigned category portfolio.
What You Will Do
You are a Subject matter procurement expert for complex, high dollar value and/or high-risk related projects for Construction responsible for end-to-end procurement.
You are responsible for determining and understanding customer requirements and establishing the best approach to lead the coordination, preparation and management of procurement document packages, identify and recommend most appropriate method of purchase that will yield best value for TTC utilizing traditional and non-traditional project delivery models.
The incumbent will liaise and provide strategic guidance and direction to customers throughout the procurement process, inclusive of the preparation of the scope of services and RFX documentation and maintain schedule requirements.
You will conduct analysis of potential procurement risks and developing appropriate risk mitigation strategies to ensure an appropriate balance between competing risks and acting as key PCM contact for procurement category by responding to all procurement related questions from stakeholders.
The incumbent will conduct the prequalification of contractors, consultants and vendors for certain projects as required and co-ordinate the bidding process.
You will prepare documentation for Request for Proposals (RFPs), Request for Bids (RFBs), Negotiated Requests for Proposals (NRFPs), Requests for Information (RFIs), Advance Contract Award Notices (ACAN).
You will utilize the TTC's electronic bidding portal to facilitate the submission of RFX documentation and develops the various stages of evaluation within the portal to assist in the release of proposal documentation, tracking of progress and consensus meeting scores.
You will lead and guide the evaluation team to achieve consensus through co-operation and acceptance of proposed solutions.
The selected candidate will propose and assist with implementing cost reduction strategies, participate in the development of innovative procurement strategies that drive continuous improvement and client value.
As a Subject matter expert, you will be responsible for providing training, guidance, advice and assistance to all section staff regarding complex contracts and working with management to ensure the section's procedures and processes are current and recommending changes to improve work methods.
