The Lead position works to administer accountability agreements at the regional level. As Lead, Performance, Accountability and Funding Allocation – Toronto Region, you will be the main point of contact for Managing Health Service Providers Accountability Agreement and Performance for the assigned Health service providers and will work collaboratively with the other team members across the Toronto Region of Ontario Health to lead system improvements through planning and collaboration. You will drive innovation through initiating performance improvement initiatives and partnering with experts in the health care disciplines.

This position provides integrated analytics (data, information, trends, and benchmarking) and project/program management support to enable decision-making related to contract management and implementation of strategic and operational initiatives involving Health Service Providers (HSPs) in the Ontario Health Toronto. This position also supports the negotiation and monitoring of service accountability agreements including performance targets with Health Service Providers (HSPs) and system level through more than 179 SAAs.
Here is what you will be doing:


  • Manages performance management of Health Service Providers (HSPs) and system performance

  • Leads in the negotiation of HSPs Performance Key Performance Indicators (KPIs) and targets including, but not limited to setting funding and functional Centres service volume targets

  • Develops and demonstrates Subject Matter Expertise on health system issues in areas including, but not limited to Mental health, Primary care, Community support services, Community Health Centres, Long-term care, and Hospital programs, as well as performance measurement, health system data and HSP funding

  • Leads the monitoring of accountability Health Services Providers’ contracts, identifies and apprises management of imminent problems, issues, conflicts and potential political risks and impacts

  • Provides subject matter expertise and advice to the Management team and Ministry of Health and Long-Term Care on the operational and health system performance, issues and risks in meeting the requirements of the Ontario Health, Ministry/OH Accountability Agreement, and any other OH requirements

  • Works collaboratively within the OH and the ministry to develop and manage critical stakeholder relationships and consultations and resolves a range of highly sensitive service provider relationship management issues. Develops issues management and escalation process, project evaluation and monitoring, including the infrastructure to track key indicators

  • Collaboratively develop strategies and tactics to increase the health services spread and scale for identified initiatives/solutions

  • Maintains and develop the materials to enhance work performance, such as communications, reference material, reporting tools and presentation material

  • Work collaboratively with other teams and partners in Ontario Health Toronto Region for sharing of best practice, identification of innovations for spread and scale, share learnings, and identify opportunities for regional consistency in HSP Performance Management, Performance Monitoring, and Funding Allocation

  • Leads in the completion of Accountability Agreement (SAAs) in a designated sector, from inception to completion, including the development of work-back schedules and supporting document

  • Supports performance initiatives in collaboration with the Director, Performance Management, Accountability and Funding Allocation. Identifies opportunities to improve performance across the health care system and engage HSPs in change initiatives. Lead the design and implementation of innovations to drive performance and quality improvement, clinical service changes, integration of service, broader health system improvements, and improved equitable patient and client outcomes

  • Manages Funding Allocation and Ministry programs including but not limited to Quality base Procedures allocation and reallocation, develops and implement regional Performance Framework and Funding Allocation Framework

  • Works with and collaborates with other Leads of the PAFA as well as other team’s Department Lead to complete system level project items as assigned

  • Provides subject matter expertise and advice to the Management team related to HSPs Performance measurements and improvements and provides advice and input from a hospital/community provider operational perspective to the development of health system and integration plans

  • Leads and manages the integration activities as necessary from the performance and accountability perspectives including development of integration tracker and ensure progress reports are received and evaluated

  • Provides Management with recommendations related to access to care (wait time) allocations, provincial programs and other Ministry/Ontario Health directed programs

  • Leads, participates and contributes to internal planning groups, various committees, and working groups as appropriate and requested

  • Plans and leads Service Provider Organization performance audits. Coordinate with HSPs to support implementation of auditor general recommendations and respond to inquiries

  • Works in partnership with other departments, to develop and/ or use data reporting tools to query and transform raw data into useful information; Develops and ensure effectiveness of methods in data collection to meet identified gaps (as identified in analysis)

  • Contributes to the preparation of monthly dashboards for Management summarizing performance and highlighting risks that may impact provincial and regional goals

  • Consolidates and analyzes information reported by OH Toronto to interpret key outcomes and identify potential issues and effectiveness of methods for data collection

  • Conducts performance reporting activities, including contract and performance metrics, and client experience indicators for all OH Toronto services

  • Reviews and analyzes HSPs performance reports/plans related to OH Toronto priorities in accordance with OH Toronto goals and objectives

  • Oversees the approval of APTs and monitoring MLPA. Also works with Manager, Accountability to monitor cash flows to HSPs

  • Tracks and implement the OH Toronto investment funding allocation process throughout the year

  • Leads the management and maintenance of Funding Management Tool to support funding decisions, monitoring and reporting including providing expertise on the creation of business cases for investments, project allocations, establishment of project charters, monitoring and reporting related to discretionary funding initiatives

  • Oversees the production of funding letter preparation and disbursement via APTs on time and accurately

  • Review and interpret ministry ADMIN letters and provide instructions so that team members are able to generate funding letters

  • Reponses to funding letter/ payment inquiries via the general email box

  • Prepares year-end accruals and roll-overs for manager’s review

  • Reviews and prepares CIRF and HIRF applications and liaison with ministry

  • Other Ad-hoc requests as assigned

Here is what you will need to be successful:
Education and Experience

  • Bachelor degree, preferred in Business Administration, Health Administration, Science, Healthcare relevant field or equivalent work experience

  • 5-7 years of strong financial analysis and audit experience is required

  • CPA designation is preferred

  • Experience in a decision support, analytics & reporting, evaluation, project management, health care operations, health system planning and architecture, or a similar role

  • Advanced knowledge of analytical and interpretation skills that would support quality outcomes

  • Knowledge and experience of the Ontario healthcare system/ knowledge of accountability agreements and contract performance management and related issues

  • Knowledge of community resources (e.g., services and programs), the roles of health care professionals and of direct care/care coordination models used in community health care organizations

  • Knowledge of performance management and evaluation techniques in one or more health sectors related to administrative and/or clinical performance

  • Experience with health system data and reporting

  • Experience with evaluation methodologies an asset

  • Solid project management experience and skills including knowledge of project management methodologies, tools and templates (PMP certification is an asset)

  • Advanced knowledge of applications and tools used in data management and statistical analysis

  • Competency in the Microsoft Office Suite (Outlook, Word, Excel, Power Point, Project)

  • English/French bilingual would be an asset

  • Demonstrated leadership skills including the ability to influence others and facilitate meetings

  • Demonstrated ability to build and maintain effective, strong relationships with internal and external stakeholders; ability to converse well with HSPs and other regions (liaison role)

  • Excellent organizational, time management, interpersonal and communication skills to work with HSPs, management team and liaise with colleagues

  • Effective team player and strong ability to work in a team environment and independently
