Purpose: Reporting to the Director of HSEQ, Leader, HSEQ is responsible for working in partnership with operations and retail and all regional business functions to provide field HSEQ support to develop, implement, sustain HSEQ strategies, processes and standards to support all Safety, Quality, Health, Security, Environmental, Quality and Medical programs and Messer management systems. The Leader of HSEQ provides leadership, coaching, training and support to internal (all levels of area management) and external customers to ensure implementation and compliance of Messer's Management System. What you'll do:
Promote a culture where all Messer employees and contactors look after themselves and each other and their behaviors demonstrate the highest regard for HSEQ.
Ensure the businesses align with relevant legislative, Messer Group and RNA requirements through transparent leadership and audits; an effective audit system and provide feedback to the business to deliver continuous improvement in HSEQ performance. Connect with lines of business to optimally close all corrective actions from audits. Identify Best Practices to integrate into our business processes.
Support all businesses in incident investigation and consistent consequence management for all levels of employees.
Lead/Assist in Risk Assessment at internal and external customer locations to ensure the safest work environment.
Work in partnership with HSEQ RNA and assigned areas regional business leadership teams including Operations, Distribution, CES, Retail, Sales, to champion implementation, and sustain local HSEQ strategies, processes and standards.
Provide local HSEQ support to assist the business with developing, implementing and sustaining local HSEQ strategies, process, programs and standards, including behavioral HSEQ.
Influence behaviors by providing HSEQ expertise and coaching that will assist sites and business functions with HSEQ systems, procedures, i.e., HSEQ planning, incident reporting, DOT /TDG & Transport Canada compliance, root cause analysis, hazard identification, & risk reduction.
Represent HSEQ RNA at Regional business team meetings.
Lead and develop HSEQ Specialist / Provide ongoing mentoring and training for new HSEQ Specialists
Conduct and assist with the development of formal HSEQ training, such as Hazard ID and Risk Assessment, Permit to Work, Lockout/Tagout, Incident Investigation and Analysis, Auditor training, Causal Tree Training, New Manager and CCM training and others to support business needs and HSEQ strategies.
Conduct and develop safety meeting topics to support business needs.
Identify lessons learned from incidents and share throughout region and RBU.
Coordinate and conduct local implementation and training on the RNA integrated management system.
Lead and conduct integrated and focused management system audits and produce high quality management reports.
Influence the proper management of non-conformances within assigned business areas.
Support business needs by providing up-to-date information and Interpretation of legislative requirements and HSEQ management system procedures and standards.
Assist the business with qualitative Risk Assessments of tasks, process changes, customer stations, application process and potential new business.
Assist the area business function sites in identifying HSEQ gaps, impacts, solutions, and standard methodologies for compliance. Train and assist with Process Safety Management, Risk Management Process, & HAZOPS Formal risk assessments.
Maintain relative proven understanding of OSHA, EPA, DOT, HAZMAT (& ERAP) regulations as well as any other HSEQ federal and state legislation that may apply to the business in your area.
Work in partnership with site and area managers to develop tactical HSEQ plans that align with regional and corporate objectives and targets.
Provide local assistance in carrying out incident investigation and analysis on safety high potential incidents.
Assist with the review, development and publishing of local SOP's, environmental aspect/impact reviews, emergency plans and local HSEQ procedures.
Provide technical feedback on global, regional, and national management system processes and standards.
Support RNA HSEQ strategies by providing local facilitation, consultation, training and support. For example, IMSS, Behavioral HSEQ, EMOC, Traccess, Changes to Management System, Incident Reporting, PTW, Contractor management, etc.
Assist with Due Diligence efforts as needed.
Assist with special projects as required.
Provide HSEQ update to management at business meetings.
Support other Regions as required.
Complete HSEQ training program
Attend professional development training to continually improve competence in HSEQ.
Travel up to 50%
What it takes: Education and Experience:
Bachelor's Degree Preferred - Technical, HSEQ, Engineering, Chemistry or equivalent.
10-year minimum HSEQ experience, regulations, standards, processes, and tools.
Knowledge of HSEQ processes, systems and tools & applicable regulatory requirements
Knowledge of industrial gas operations
Knowledge of Medical, Beverage, Kosher, NFS and Specialty Gases
Knowledge of Process Safety Management (desired)
Knowledge Process Hazard Analysis (desired)
Certified ISO 9001 Auditor/Lead Auditor
Ability to build effective working relationships across all levels of management down to 1st line, and across cultural boundaries.
Training & facilitation (shown influencing & Interpersonal communication skills)
Strong analytical skills
Excellent digital literacy (ideally including Word, Excel, PowerPoint, Outlook, ACCESS, Messer LMS system and audit program)
Ability to achieve desired objectives with minimal/remote management oversight.
