Lead Estimator Frigate Program

Job Description

As the Lead estimator, you will be responsible for all estimating activities within the frigate program at Davie. This includes preparing all pricing outputs and conducting the analyses required for approvals and bid submissions. This role also involves managing change requests and emergent work, as well as supporting and developing the estimating team.



Specifically, you will have to:


Lead the development of all estimates for the frigate program, assigning scopes of work to team members as required. Review all technical and contractual documentation associated with the frigate program and ensure estimates are developed accordingly. Develop and manage the estimating plan for future Halifax-Class Docking Work Periods within the frigate program, and ensure it is reviewed and approved by the Director, Estimating. Analyze and estimate cost-effective resources for the frigate program. Ensure the basis of estimate is captured for all estimates. Ensure external subcontractors and vendors are engaged as required, and support negotiations when needed. Analyze supplier quotes for completeness and compliance with the estimate scope. Review and assess all cost inputs for consistency and adherence to the estimating plan. Develop, validate, and maintain the norms and standards used for the frigate program. Ensure schedule and costed risk registers are developed and maintained as required. Lead estimate reviews to ensure alignment with the program baseline. Consult with the production team, ship manager, and project managers to determine the best processes. Cultivate relationships and improve communication between teams and stakeholders. Present total estimated cost analyses for internal bid submission approval. Ensure the appropriate labour charge-out rates are applied to the frigate program. Coordinate approval reviews and pricing submissions, along with any bid proposal documentation.



Qualifications




Minimum of eight (8) years' estimating experience in ship repair, shipbuilding, major construction, or engineering. Bachelor's degree in a relevant discipline (Mechanical Engineering, Electrical Engineering, Naval Architecture, etc.) is desirable. In-depth knowledge of industry standards, as well as estimating, contracting, and pricing approaches. Advanced knowledge of estimating tools and processes. Eligibility to qualify for and obtain AACE's Certified Estimating Professional (CEP) certification. Bilingualism (French and English). Proficiency in English is required for this position, as you will be required to interact with our English-speaking clients, partners, and suppliers. Strong mathematical, communication, and interpersonal skills. Effective presentation skills for complex bids and projects. Strong analytical skills, with the ability to identify connections in data and historical trends. High proficiency in MS Office, particularly in Excel. Excellent prioritization, time management, organizational, and planning skills. Negotiation skills for internal and external stakeholders. Leadership capabilities for team management.
