The Ministry of Transportation is looking for an individual who is interested in providing engineering, technical and contract management, and stakeholder relations management expertise to lead, review, and coordinate the ministry's delivery of highway operations and special corridor management projects and priority initiatives, including maintenance, property, traffic and minor capital construction programs and projects.
Please note that the Highway Operation Management Branch primary office location is in St Catharines, and operational requirements may require occasional travel to/near the office location.

In this role, you will:
provide leadership and engineering, technical, contract management and stakeholder relations management expertise on corridor management projects and initiatives, including contributing to the development of improvements to the Highway Corridor Management System
lead and provide expert technical expertise and corridor management input on end-to-end aspects of the delivery of complex medium to large-scale multi-disciplinary and multi-year projects and activities
provide expert technical expertise to understand root-cause and resolve complex and contentious issues, engineering problems, disputes and claim settlements on various corridor files
coordinate and participate in the review and development of legislations, policies and directives on corridor management, including managing retainer assignments and associated change orders and providing recommendations on deliverables
be the technical expert contributing and providing advice, guidance, briefing, training and education to Highway Corridor Management staff, internal stakeholders and external stakeholders on special initiatives, projects etc.
lead, coordinate, and participate on committees and negotiations with consultants, contractors, developers, municipalities and other jurisdictions to support delivery of projects

Mandatory requirements
The positions require the successful candidate to have a valid class G driver's licence or equivalent. The offer of employment is conditional upon the successful candidate providing proof that they have a valid driver's licence upon being hired.
You are a Professional Engineer, licensed with Professional Engineers Ontario (PEO).

Leadership Skills
You have project management, leadership and organizational skills to effectively contribute and build teams of technical staff and consultants representing various areas of expertise to deliver corridor management projects, both policy and operational tools
You can identify, develop effective solutions to successfully resolve complex and contentious issues, including coordination of specialized engineering and technical requirements and preparing reports, briefing materials and recommendations
You can provide engineering and contract management guidance and mentorship to colleagues to negotiate disputes and resolve issues
You can lead and coordinate end-to-end delivery of complex projects and activities

Civil Engineering and Technical Knowledge
You have demonstrated knowledge of civil engineering theories, principles and practices with emphasis on: corridor management permit requirements, utility move orders, transportation planning, design and construction and land use planning, including those applicable to design, construction, and maintenance of highway infrastructure
You have knowledge of highway corridor management, and transportation and land use planning
You have knowledge of and demonstrated ability to interpret and apply functionally-related municipal, provincial and federal legislation (e.g. Public Transportation and Highway Improvement Act, Drainage Act, Environmental Assessment Act etc.), policies, procedures, and standards to corridor management, highway construction and maintenance and other functional areas
You have knowledge of administrative and engineering policies, procedures and standards governing highway design, construction, maintenance and contract administration, including other functional/program areas (e.g. geotechnical, pavement design, structural, drainage, geomatics/surveys, traffic etc.)

Contract and Financial Management Knowledge and Skills
You have knowledge of contract management policies, procedures and practices to administer construction and maintenance contracts and consultant assignments
You have knowledge of contract claims and contract law/principles to negotiate and resolve contract disputes/claims

You have demonstrated analytical skills to assess and resolve complex and multi-faceted contentious engineering and contractual issues

You can evaluate conformance to ministry requirements and adopt or modify existing methods and/or procedures to develop alternative solutions
