Position Summary



Reporting to the Manager of Benefits and Pension, the Lead Benefits and Pension Consultant is responsible for the strategic development, delivery and administration of all benefits and pension programs. This includes managing partial load, retiree, insured and non-insured benefits, while providing administrative support for the pension program.

The role involves research, planning, compliance with laws and regulations, and ensuring accurate management through HRIS, Sun Life, CAAT Pension Plan and EFT systems. The incumbent acts as the lead resource on benefits matters, supports various stakeholders, assesses legislative changes, and collaborates with HR partners to enhance efficiencies, manage risks and deliver exceptional customer service.


Responsibilities




Leads the administration of employee benefits and pension programs to ensure accuracy and timely processing aligned with payroll and benefit deadlines. Serves as the internal subject matter expert and primary resource on benefits policies, procedures and issues related to employee life cycle events, including initial onboarding, leaves, terminations, retirements, deaths and vacation entitlements. Administers multiple benefit programs and pension plan designs while maintaining a high level of client satisfaction and compliance with plan and legislative requirements. Manages the College's group insurance benefit plans for all eligible full-time employees, retirees and survivors, ensuring accurate data is maintained in both the internal HRIS (Banner) and the external Sun Life Plan Sponsor System (PSS). Provides consultation and supports employees requiring non-medical accommodations, coordinating with managers, Payroll, attendance administrators, disability case managers and HR partners. Acts as the lead point of contact for employees, retirees, survivors and College management on all pension-related matters, including enrolments, retirements, terminations, disabilities, leaves, deaths and pension purchases. Supports Labour Relations and Payroll with the negotiation and implementation of settlements related to involuntary terminations, including severance calculations and payments. Serves as the lead resource in administering complex partial-load employee benefit issues. Manages the retiree benefits program, including database maintenance and the annual premium updates and tax receipt communications. Maintains the Benefits intranet site and develops employee communications regarding benefit plan changes and updates. Partners in the annual reporting and reconciliation of pension contribution data with the CAAT Pension Plan. Provides analytical and administrative support to the Manager, Benefits & Pension, including data collection and preparation of ad hoc reports to support decision-making.




Qualifications/Experience




Three-year Diploma/degree in Human Resources Management or related field of study. An equivalent combination of education or experience will be considered. Minimum five (5) years of related experience administering multi-plan group benefits in a large, unionized environment and/or administering defined benefit (DB) pensions in Ontario Completion of CHRP (Certified Human Resources Professional), CEBS (Certified Employee Benefits Professional), Pension Plan Administration Certificate (PPAC) or Payroll Compliance Practitioner (PCP), or working towards certifications considered an asset. Demonstrated experience interpreting labour contracts, particularly benefit provisions of Collective Agreements, Terms and Conditions of Employment, Sun Life Benefit Contracts, Employment Standards Act, Human Rights Code, Employment Insurance Act, Pension Benefits Act, Family Law Act, pension plan texts and relevant Canada Revenue Agency and Income Tax Act regulations. Demonstrated competency in the use of HRIS or computerized benefit systems. Knowledge of Banner considered an asset. Ability to handle sensitive benefit, leave, and salary information and issues tactfully and confidentially with a high level of customer service. Demonstrated analytical and problem-solving skills to identify problems and determine possible solutions. Demonstrated ability to work well under pressure with the ability to multitask and prioritize work Detail oriented and a strong numerical aptitude Excellent interpersonal, communication (verbal and written), relationship management and problem-solving skills. Adaptable and able to respond to urgent requests with a flexible approach. Ability to work effectively with minimal supervision, show initiative and demonstrate good judgment. Advanced knowledge of the Microsoft Office Suite (including Outlook, Word, Excel and PowerPoint) and Adobe Acrobat.
