ORGANIZATIONAL OVERVIEW:
University Settlement is a multi-service agency that was founded in 1910 and has the distinction of being the first community-based social service centre in the City of Toronto. University Settlement's three offices are part of culturally rich and vibrant neighborhoods in downtown Toronto and North York. As active members of these diverse communities, University Settlement helps individuals and families to learn and grow by engaging them in social, cultural, recreational and educational opportunities. University Settlement is committed to enhancing the quality of life of the people in the communities we serve through our many programs and services. With a full-time and part-time staff of approximately 150, University Settlement has developed programs to address the needs of more than 30,000 users annually through diverse areas such as settlement services, English language classes, employment counseling, senior services, youth programming, homeless programs, music and arts education, and daycare. In addition, our main site hosts a full recreation centre with pool, gym and nautilus facilities.
JOB FUNCTION:
To coordinate and supervise LINC programs
QUALIFICATIONS:
Degree in Social Work/Social Sciences or College Diploma in Social Services with at least 2 years' experience in leading a team in a diverse, multi-service, community based unionized setting
Certified in TESL/TESOL and Portfolio-Based Language Assessment (PBLA) Lead Certificate.
Proven skill writing proposals, reports, collecting and collating data, preparing monthly narrative and financial reports and writing and implementing policies
Strong knowledge Of IRCC funded programs, the mandate and reporting requirements.
Demonstrated ability to effectively analyze, synthesize and disseminate pedagogical information
Demonstrated ability to monitor, assess and evaluate various language programs, develop and implement appropriate curriculum,
Demonstrated success in language program delivery to "newcomers"
Demonstrated outstanding written and oral communication, organizational, interpersonal and analytical skills
Experienced in working in multicultural setting with staff, clients and volunteers who are from different ethno-racial backgrounds
An understanding and knowledge of LINC Program learning outcomes in accordance with CIC guidelines and issues facing newcomers such as diversity, adaptation, employment, family stressors, social integration, substance abuse, racism and harassment
Strong knowledge about Language assessment tools and results
Conflict resolution and conflict de-escalation skills
Strong computer skills with knowledge of Windows, MS Office and Internet
Willingness to work flexible schedules, including evenings and occasionally weekends

RESPONSIBILITIES:
Complete critical and routine activities relative to financing applications, including preparation, registration and follow up of security documentation
Monitor service delivery performance and quality, providing reports to the director for the optimizing operational effectiveness
Assist in developing or securing Language program material
Facilitate the LINC instructors in implementing different LINC program activities such as outing and field trips
Provide support to program staff, hold regular team meetings
Recruit, train and supervise LINC instructors/volunteers to ensure services are delivered seamlessly and professionally
Liaise with other service partners, LINC coordinators and Community members
Prepare monthly statistical records and reports, facilitate implementation of CLARS and HARTS
Prepare periodic reports relating to program updates, trends, etc. as required by management
Prepare and/or participate in periodic internal/external assessment of program and services (e.g. client evaluation )
Ensure that all program timelines are met (for multiple reporting deadlines, for funding applications, and performance appraisals.
Set or change program policies and practices to facilitate PBLA teaching. Monitor PBLA practices in the program.
Complete an annual program self-assessment using the PBLA Practice Review Framework, identify, and complete an action plan.
Ensure CLBs are updated by reconciling the numbers in the HARTs system until all data has been input by the admin team.
Arranges for guest speakers and presentations other logistics arrangement.
Participate in community meetings to share information, identify shared concerns, articulate client's needs and establish services collaborations
Participate in regular agency's departmental meetings to maximize service coordination among departments
Attend regular supervision meetings and advise management on most recent social trends that impact newcomers
Participate in the planning, preparation and facilitation of University Settlement community events
Ability to develop and maintain cooperation and openness, and work collaboratively with others to achieve University Settlement objectives
Ability to recognize department and/or community needs/trends and develop appropriate methods to respond
Ability to adjust to constantly evolving nature of environment and priorities
To evaluate the effectiveness of the program and to suggest improvements
Other duties as assigned by Director
TERMS OF EMPLOYMENT:
Police Reference Check, satisfactory to University Settlement is a requirement of this position. Where potential staff will have direct contact with children or vulnerable persons, the Police Reference Check will include a request for information about the candidate under the Mental Health Act.
This position is contingent upon funding.
SALARY:
$52526.61 per annum. Salary includes pay equity and will be prorated according to school schedule
