The Town of Redcliff, a thriving horticultural and industrial based community of approximately 5500 progressive residents, with excellent recreation facilities, presently has the following position available with the Planning and Operations Department.

Landfill Manager


(Full-time - 40 hours per week)



Reporting to the Operations Director, the Landfill Manager will lead, mentor, and manage operations of the Redcliff Cypress Regional Landfill. The Landfill Manager will provide coordination, field supervision, and professional leadership related to the delivery of Class 2 Landfill and compost facility services.

Major Responsibilities:



Oversees the operation and maintenance of the Redcliff Cypress Regional Waste Management Authority.

Reviews projects and purchases, prepares cost estimates, and makes recommendations on allocation of funds, resources, and personnel.

Researches and implements new programs, facilities and opportunities at the Landfill site.

Coordinates and supervises various contracted services for the municipality.

Provides staff development through performance feedback, mentoring, and training opportunities.

Participates in all department human resources functions, including hiring, performance evaluations, and disciplinary matters.

Develops and implements effective risk management and occupational health and safety programs within the department.

Provides prompt and appropriate response to requests, inquiries, or concerns raised by the public including follow-up reports as required.

Develops policies and procedures and provide recommendations and reports to the administrative body of the Redcliff Cypress Regional Waste Management Authority.

Prepares and manages the departments operational and capital budgets, in coordination with the operations director.

Assists with other duties related to the operation and future initiatives of the Redcliff Regional Landfill.

Ensures compliance with all applicable legislation, approvals, and regulations, including the Environmental Protection and Enhancement Act, Waste Control Regulation, and Alberta Landfill and Composting Facility Operator Certification Guideline.

Reports to the Administrative Body for the Landfill and presents to the Redcliff Cypress Regional Waste Management Authority Board regarding the operations of the landfill at regularly scheduled meetings.

Coordinates with member municipalities to ensure the proper disposal of waste.

Reviews, negotiates, and provides recommendations on contract award and provisions.

Maintains confidentiality and gains and maintains the trust of the Authority, Council and staff.

Works independently and collaboratively, managing multiple priorities and deadlines effectively.

Works collaboratively with and communicates effectively and positively with other team members, departments, and external municipal and provincial government personnel.

Consistently demonstrates the ability to interpret, apply, and follow relevant municipal/provincial legislation and bylaws/policies/procedures/agreements.

Demonstrates professionalism by following proper code of ethics, work habits, dress standards, language usage, office policies, and protocols, and is courteous to all.

Shows flexibility to alternate between different types of work and responsibilities.

Shows excellent verbal and written communication skills.

Works independently and unsupervised, shows self-motivation, and demonstrates sound judgement, critical thinking skills, with decision-making abilities and attention to detail.

Has demonstrated skill in the use of business software including the Microsoft 365 suite of products.

Pursues ongoing education and professional development to meet evolving job requirements.

Education, Training, and Skills:



Post-Secondary education in environmental science, engineering technology, municipal operations or related field, and/or an equivalent combination of education, training, a demonstrated experience in landfill operations.

Must hold or be willing to obtain and maintain MOLO (Manager of Landfill Operations) certification within a specified timeframe.

Certified in accordance with the Waste Control Regulation and the Alberta Landfill and Composting Facility Operator Certification Guidelines, or the ability to obtain certifications within a specified timeframe.

Demonstrated knowledge of Class 2 landfill operations, including waste placement, compaction, cover and operational best practices.

Strong working knowledge of leachate collection systems, and environmental monitoring requirements.

Proven experience ensuring compliance with municipal policies, provincial and federal environmental and occupational health and safety legislation as well as construction safety procedures.

Experience liaising with regulatory authorities (e.g. Alberta Environment and Protected Areas), including inspections, reporting, approvals and responses to compliance requirements.

Experience that demonstrates the ability to work in a team environment, shows self-motivation, and demonstrates sound judgement and decision-making abilities.

Must demonstrate strong interpersonal, public relations, and customer service skills, with the ability to communicate respectfully and effectively with a diverse range of stakeholders.

Demonstrated ability to supervise, coordinate, and evaluate staff, including scheduling, training, performance management and safety oversight.

Direct work experience in a project management capacity with the ability to read and understand engineering and planning documentation.

Strong written and verbal communication skills, with the ability to think critically, analyze complex situations, and recommend effective courses of action while positively influencing others.

Proven ability to prepare accurate cost estimates, budget data, and project management documentation.

Proficiency in Microsoft Office 365, particularly Excel, is an asset.

Salary range for this position will be $ 77,208 to $ 93,061.
