Lead Ontario's Laboratory Services Team - Setting Standards for Safer Roads and Bridges

You will:
Lead, direct and manage the ministry's engineering materials testing laboratories, including the management and coordination of human and physical resources
Carry out specialized testing in an effective, safe and timely manner
Develop and implement new processes in the laboratory to support operational needs
Monitor the performance of private sector materials testing laboratories providing services to the ministry
Provide technical expertise/advice related to testing.

Meet Your New Team
The Laboratory Services Section supports the four functional areas of the Engineering Materials Office (Bituminous, Concrete, Pavements, Soils and Aggregates) in the development of the ministry's policies and procedures with respect to the materials used in the design and construction of the province's roads and bridges. Areas of expertise include: testing of asphalt cement and asphalt mixtures, concrete and cement, steel, bridge bearing pads, expansion joints, waterproofing materials, paints, coatings, chemicals, aggregates, soils, geotextiles, etc.

What you bring to the team

Mandatory:
Minimum five years' experience performing tests on bituminous and concrete construction materials.
Certification by the Canadian Council of Independent Laboratories in aggregates, asphalt and concrete must be obtained within 3 months of employment.

Leadership and People Management:
You have prior experience leading and managing a team(s) in the delivery of a program or service operation and contributing to financial, business, strategic planning and evaluation processes.
You can engage team members in a positive and inclusive work environment, promoting innovation and creativity.
You have the ability to provide expert advice, direction and monitoring laboratory practices to ensure staff compliance with quality assurance, accreditation standards and branch safety procedures.
You can be responsible for ensuring compliance with regulatory, legal, financial, collective agreements and ministry policy commitments and advising senior management of sensitive issues/matters.

Technical Knowledge:
You have demonstrated knowledge of and experience in aggregate, concrete and bituminous materials testing and thorough knowledge of related test procedures.
You have good knowledge of statistics; good knowledge of materials used in bridge and highway construction, knowledge of quality control and quality assurance techniques.
You have demonstrated knowledge of applicable legislations, regulations and practices in maintaining a healthy and safe working environment (e.g., Occupational Health and Safety Act and Workplace Hazardous Materials Information System).
You have good understanding of budgeting and purchasing processes and practices in order to monitor and maintain laboratory equipment and supplies.
You have the ability to conduct analysis of trends to identify program changes or deficiencies related to specific laboratory sites.

You are able to exercise discretion and independent judgment to determine and manage work activities.
You have the ability to build and maintain effective working relationships with partners and clients to solicit input, address issues and concerns, provide technical support, and ensure that standards are met.

Project Management Skills:
You deliver strong leadership, planning, organizational and supervisory skills to direct the activities of and provide training/guidance to staff, establish work priorities and monitor work quality.
You have project management experience to carry out required projects, and to direct staff carrying out interrelated and interdependent steps of various methodologies.
You are skilled at manipulating and evaluating data/findings as well as scientific research to investigate, summarize, interpret results and recommend options.
