Position Summary:
Reporting to the Manager, Purchasing and Supply Chain, the Jr. Buyer will support approved purchasing projects in a fast paced environment. In this role the individual will ensure timely availability of goods which includes but is not limited to supporting in the co-ordination of purchases and trials, placing orders, expediting orders, reporting, resolving back orders and working with Vendors and Clinical Educators on substitutions. This role will have a strong working relationship with all Hospital Departments. In addition, this role will provide direct support to the Buyers in contract related activities as required and/or to the overall department as required to support the daily operations. The Jr. Buyer is responsible for requisitions, contract management, AP exceptions and balancing workload to meet time sensitive deadlines and inventory material master data updates as required. Strong organizational skills are required. This role must understand and drive procurement processes compliant with the Broader Public Sector Procurement Directive to ensure that CMH publicly funded goods, services, including construction, consulting services and Information Technology are acquired through a process that is Open, Fair and Transparent.


Key responsibilities include but not limited to are:
  • Administer and executes all activities involved with procuring goods and services for corporate contracts
  • Maintain the integrity of the public procurement process ensuring all purchases are made and awarded in accordance with the policies and procedures as stated within the Purchasing By-law and/or other Federal or Provincial legislation
  • Review and process purchase requisitions, through EReQ and, identify opportunities for contracts
  • Co-ordinate product conversions
  • Attend site meetings as required
  • Maintain Meditech contract system, schedule and co-ordinate projects to ensure contracts are in place prior to expiration
  • Update and manage Capital lists for respective product line
  • Lead Request for quotations that are under $121,200 with the oversight of Buyer or Manager
  • Lead MMC initiatives for department portfolio
  • Assist Buyers with large RFP\xe2\x80\x99s as required
  • Support Buyer team with any project work or large RFP\xe2\x80\x99s
  • Updating contracts in Meditech as required
  • Verify that items requested for purchase are within the established standards of the hospital and comply with BPS directives before processing.
  • Vendor Management, report KPI\xe2\x80\x99s
  • Work with AP to resolve AP exceptions
  • Other duties as required/assigned.

The physical demands of the role may include but are not limited to prolonged sitting, standing, walking, bending, lifting, pushing and pulling. This position contributes to ensuring there is a safe environment for patients, staff and visitors.

Skills and Qualifications:
  • Completed Post-Secondary Education required, (College Diploma or University Degree) preferably in Business Administration specializing in Purchasing, Materials Management and Logistics.
  • Recent Public Purchasing experience in Healthcare environment an asset.
  • 1 to 2 years\xe2\x80\x99 direct experience in procurement required.
  • Experience using Meditech an asset.
  • Negotiation skills, experience and knowledge in contract management required.
  • Advanced level skills in MS Office, (Word, Excel, Outlook) required.
  • Must have excellent written and oral communication skills to effectively liaise with staff, suppliers, other government agencies and the general public.
  • Must have highly developed research skills in order to obtain adequate product use and knowledge and keep abreast of market conditions and issues.
  • Must have proven work skills demonstrating a high level of flexibility and accountability with a customer service focus.
  • Must be a self-motivated team player with strong critical thinking skills.
  • Demonstrated ability to work in a fast paced environment with competing priorities performing time sensitive tasks.
  • Ability to perform in a manner that is consistent with the mission, vision and values of the hospital.
  • Demonstrated ability to attend work on a regular basis is required.

Preference will be given to candidates who have:
  • Procurement experience in Hospital purchasing.
  • Familiarity of public sector procurement practices and procurement related contract law.
  • Certification in a purchasing/supply chain related area.
  • Familiarity in the use of Meditech.
  • Familiarity in the use of Bonfire, and Merx tendering systems.
  • Knowledge of BPS directives, CETA, CFTA.
