SUMMARY OF DUTIES





Reporting to the Project Manager, the Electrical Street Lighting Specialist will be an innovative and creative problem solver, responsible for the planning, design and construction of street lighting capital projects.





The Specialist will help ensure that street lighting capital projects are planned, designed, implemented and managed in an efficient and effective way and are delivered in accordance with City, Provincial and Federal guidelines in a cost effective and timely manner through the best use of financial and staff resources all under the direction of the Project Manager.





The Specialist will support the electrical capital construction program by providing services in design and engineering, site inspection, construction administration, writing applicable documents, researching, developing methodologies and completing specialized assignments in timely manner all under the direction of the Project Manager.





The Specialist will possess a demonstrated record of technical competence and customer focus.




GENERAL DUTIES (INCLUDING BUT NOT LIMITED TO)





Works on a wide variety of projects such as streetscape lighting, standard street lighting, path lighting, alleyway lighting and related power distribution.





Assumes responsibility for methodology, direction, design and carrying out of capital projects





Visits project sites to obtain necessary physical and environmental information affecting the site; analyzes the collected data against the proposed program requirements and determines the site opportunities and constraints to the development.





Analyzes projects, conducts research and consultations, develops innovative and creative solutions, evaluates viability of solutions and decides on preferred options.





Develops the design of conceptual plans and creates detailed design construction drawings for streetlighting capital projects and as part of road reconstruction projects.





Designs lighting plans and prepares specifications appropriate for specific site conditions and project requirements.





Reviews, comments and approves consultants tender documents (specifications and drawings), both for public areas and commercial private development site lighting.





Reviews, comments on traffic signal, pavement marking, and traffic safety drawings and reports.



Provides technical expertise to streetlighting maintenance requests.



Conducts regular field inspections, analyzes and approves on-site changes, prepares deficiency documents.





Maintains records of work done using formal asset management software as required.





Writes and/or contributes to reports or updates for Committees and Council, develops basic input for tender and RFP documents.





Liaises with Alectra Utilities Corporation and Hydro One regarding power sources and requirements.





Liaises with Bell Canada regarding joint use of their poles for lighting purposes.





Liaises with movie companies working in the area regarding their lighting requirements including arranging for any work to be done while still maintaining City standards.





Receives and answers inquiries from the public, elected officials, City departments, outside agencies, other government agencies, consultants, contractors and vendors.





Measures lighting levels, analyzes and recommends actions and follows through to project completion.





Interviews and selects co-op students to work in the street lighting department.





Works in accordance with the provisions of applicable Health and Safety legislation and all City of Hamilton corporate and departmental policies and procedures related to Occupational Health and Safety.





Performs other duties as assigned which are directly related to the major responsibilities of the job.




QUALIFICATIONS





Proven knowledge of Electrical Street Lighting systems normally acquired by obtaining a Diploma from a three year Community College in Electrical/Power Technology. Member of or eligible for certification with respective professional organizations, ie Ontario Association of Certified Engineering Technicians and Technologists (OACETT) Must have considerable diversified professional experience in electrical engineering with a specialization in street lighting preferred. Must have extensive technical knowledge of the principles and practices of electrical engineering, including power distribution. Knowledge of all forms of lighting (design and maintenance) considered a distinct asset. This would include knowledge of all related rules and regulations governing the design, construction and maintenance of street lighting systems. Must be able to communicate effectively in oral and written form, including the ability to deal diplomatically with all aspects of the public, staff and elected officials. Must have advanced computer skills and a working knowledge of work processing, spreadsheets and databases. Must have a valid class "G" driver's license and have available a reliable vehicle.



THIS POSITION REQUIRES A VALID CLASS "G" DRIVER'S LICENCE AND PROOF THEREOF IS REQUIRED AFTER HIRE
