How will you contribute?

This role is part of the Senate\'s security team working on The Long-Term Vision and Plan (LTVP) which is a world-class plan to guide physical changes in the parliamentary precinct and its surrounding area. The LTVP is the largest, most complex heritage rehabilitation project ever seen in Canada and is one of the largest in the world.

Reporting to the Manager of Security Project Management and Technical Operations, the incumbent is responsible for developing project frameworks for the requirements of the Senate for addressing all physical and technical security matters linked to the planning and implementation of construction, renovation, and restoration projects for the Parliamentary Precinct, LTVP, and agreement on Security Building Components and Connectivity.

You will be the subject matter expert for the development of design concepts and detailed drawings of security building components connectivity (BCC) related requirements. You will contribute to the contracting process, conduct on-site inspections of security construction and technical security installations, and guide project implementation up to the commissioning stage.

You will represent the Senate on inter-agency work committees and groups responsible for integrated coordination of the LTVP and security BCC implementation, and for leading consultations with Senate management regarding their security requirements in the context of the changes and disruptions caused by LTVP and BCC projects.

The general public, to staff one (1) two-year determinate (full-time) position in the Corporate Security Directorate with the possibility of extension.

This selection process may be used to staff determinate or indeterminate positions at the same level with similar requirements.

Prerequisites

  • Graduation from a postsecondary institution with a degree in a field related to Infrastructure Protection and International Security, security management, Certified Engineering Technology, in Electrical and Computing OR an acceptable combination of education, training and experience related to security technology or infrastructure;
  • Experience in the development, planning, and design of physical and technical security systems infrastructure, including access control;
  • Experience in conducting of research and analysis of emerging technologies and equipment in the field of security;
  • Experience in assessing and mitigating security design impacts with respect to heritage interventions and developing recommendations for alternate solutions;
  • Extensive experience in analyzing and reviewing construction and project plans as they relate to security building components, connectivity projects, and other renovation projects, particularly in regard to threat and risk assessments of security infrastructure, building systems, and security design across all phases of the project;
  • Experience leading project implementation and monitoring and evaluating the execution of project deliverables for compliance with project requirements and standards and identifying technical issues with connectivity and installations, undertaking corrective actions when needed and producing post-implementation reviews of implementations;
  • In-depth knowledge of the methods, techniques and practices involved in the conduct of infrastructure physical and technical security surveys, and the development of threat and risk assessments.
  • Knowledge of construction inspection methods and techniques to conduct on-site inspections and ensure compliance with security contract documentation, drawings and specifications;
  • Strong communication skills (oral and written) in both official languages with demonstrated abilities to produce high-quality briefing materials such as briefing notes, presentations, discussion papers, reports, and other material for review by senior officials;
  • Strong analytical, problem-solving and critical-thinking skills;
  • Knowledge of the LTVP vision, master plan, stakeholders and schedule would be considered a strong asset;
  • A Physical Security Professional (PSP) designation would be an asset.
