How will you contribute?

The incumbent is accountable for supporting and leading multi-disciplinary teams or individually conducting complex and sensitive investigations of incidents, breaches and other security related threats and occurrences within the Parliamentary Precinct, for conducting thorough risk assessments of senators primary and/or secondary residences, and other Senate facilities. The incumbent ensures the effective collaboration of partner agencies in matters of situational awareness, intelligence, corporate security and for preparing reports with recommendations for senior management and/or individual Senators. The incumbent is also responsible for developing or recommending changes to investigative standards, policies, processes, controls, and tools, and for implementing best practices. Responsibilities require conducting threat and risk assessments involving Senators, Senate personnel, assets, facilities, and information through the establishment of partnerships with the police and intelligence community. The incumbent also is responsible to ensure threat cues and emerging security matters are assessed and proactively examined for an array of corporate security programs to include but not limited to mobile duress program and security assessments program and coordinates risk evaluation with the Senate OSINT specialist; and will implement the necessary mitigating security strategies. The incumbent is responsible for identifying appropriate safeguards and security measures and for supporting briefings to Senators, Senate Administration senior management and Parliamentarians. The incumbent also coordinates security assessments of all domestic and international travelling committees and will review, assess, and make security related recommendations on Use of Parliament Hill requests and major events on behalf of the Speaker\'s office.

The general public, to staff one (1) indeterminate full-time position in the Corporate Security Directorate.

This selection process may be used to staff determinate or indeterminate positions at the same level with similar requirements.

Prerequisites

  • Successful completion of a postsecondary education in a relevant security-related field such as risk and security studies, public safety, policing, or protective services and/or an acceptable combination of education, training and experience. A professional certification such as Professional Certified Investigator (PCI) certification will be considered an asset.
  • Minimum of 3 years of extensive experience in leading and conducting complex investigations and in the provision of open-source intelligence analysis;
  • Extensive experience in conducting subject and resolution of doubt interviews and obtaining statements surrounding security incidents and/or breaches of institutional policies;
  • Experience of investigative and jurisdictional authorities of municipal, provincial and federal police & intelligence mandates;
  • Experience in utilizing the principles and practices of risk management to assess the possible threat to a person, location or an organization;
  • Experience in analyzing complex security issues and providing high-level briefings and recommendations to management;
  • Experience in developing investigative standards, policies, processes, and controls;
  • Experience in analyzing security issues and providing options/recommendations to internal clients;
  • Experience in using the Microsoft Office Suite (e.g., MS Outlook, MS Word, MS Excel, MS PowerPoint);
  • Experience liaising with policing, intelligence and/or security agencies;
  • Possess excellent communications skills both orally and in writing in order to prepare and deliver reports and presentations to senior officials including drafting & presenting investigative reports and security briefings;
  • Have excellent interpersonal skills with proven experience in developing strong, mutually benefiting relationships with people in the security community;
  • Knowledge of and/or experience working with parliamentary institutions would be a considered strong asset;
  • Knowledge of the provisions of security-related acts and regulations, federal and provincial statutes, and criminal and civil law;
  • Knowledge of current and emerging corporate security management practices and issues;
  • Knowledge of domestic and international travel risks with experience developing strategies and threat and risk assessments to support the safe realization of travel.
