How will you contribute?

In this role, you will be leading a 24-7 on call Division within the Corporate Security Directorate composed of various security subject-matter experts. Reporting to the Director of Corporate Security, the Manager, Security Operations, Business Resiliency & Fire Prevention is accountable for managerial leadership to the development, implementation and continuous improvement of the Senate corporate security programs and services, contributing to the development and modification of operational policies, while also providing day-to-day management direction on corporate security operations, under the Senate\'s jurisdiction.

The position is responsible for ensuring close collaboration with the House of Commons Sergent-at-Arms and Corporate Security Office, Parliamentary Protective Service (PPS), Library of Parliament and other security and policing partners on security related matters of joint interest for the Parliamentary Precinct and to establish operational agreements in the incumbents areas of responsibility as well as to ensure resource planning and service requirements supporting the Senate of Canada.

The incumbent has responsibility for establishing specialized corporate security processes, methods and practices in such areas as emergency preparedness and responses; business continuity management; fire prevention; access management; security event coordination; accreditation; parking enforcement.

The Manager plays a key role in advancing partnerships and joint collaboration within the Senate and other partner organizations on corporate initiatives with major Senate interests, and in creating synergies with partners and work teams across the Corporate Security Directorate.

The incumbent will also be responsible for the design, development, implementation, and ongoing evaluation of the Senate\'s Business Continuity Management Program and will provide leadership on the development of strategies, approaches, methods and practices that guides the institutional program framework for business continuity planning, pandemic planning and disaster recovery.

This role is responsible for monitoring and assessing potential impacts to Senate operations by ensuring the continuous delivery of security service areas such as security access management, emergency preparedness, fire prevention, personnel security screening, event coordination, parking administration and enforcement.

The incumbent plays a key role in the delivery of the Long-Term Vision and Plan Program of Work, by ensuring appropriate access is provided for all LTVP related projects and subprojects in accordance with Senate Access Management procedures and guidelines.

The incumbent is responsible for developing strategies and effective solutions that prevent or mitigate access related impacts to building security infrastructures and/or to senators and Senate staff. The coordination and implementation of mitigation measures with internal and external partners is also required to quickly implement solutions in order to effectively minimize disruptions impacts to Senate business and implement security measures to ensure continuous access to essential Senate services.

Reporting directly to the Manager, Security Operations, Business Resiliency & Fire Prevention is the Advisor, Business Resiliency and Emergency Preparedness, the Advisor, Fire Prevention and Investigations, the Coordinator, Access and Events, the Officer, Event Coordination, the Officer, Event Coordination (LTVP), the Clerk, Identification and Security Screening, the Clerk, Identification and Security Screening (LTVP) and the Officer, Parking Control Services.

Prerequisites

  • Successful completion of a postsecondary education in a relevant security-related field such as risk and security studies, public safety, policing or protective services and/or an acceptable combination of education, training and experience;
  • A professional certification such as Certified Business Continuity Professional (CBCP) or Certified Protection Professional (CPP) will be considered an asset;
  • Minimum of five (5) years of extensive experience in leading a team of security professionals where the last three (3) have been directly involved in leading a team of subject matter experts in security operations, business resiliency, fire prevention, accreditation, by-law enforcement;
  • Extensive experience in leading complex and sensitive accreditation files including conducting resolution of doubt interviews;
  • Experience in analyzing complex security issues and providing high-level briefings and recommendations to internal clients, senior executives and management as well as liaising with policing, intelligence and/or security agencies;
  • Experience in the application of the principles, practices and methods of modern management in regard to business, financial, human resources, material management as well as contracting, including practical experience with risk management and performance measurement;
  • Experience in the interpretation of federal, provincial and municipal regulations, standards, orders, protocols and requirements with respect to emergency and fire management;
  • Experience in the development, delivery and implementation of security policies, standards and processes that govern the protection (security and life safety) of building premises, assets, information and the safety of personnel;
  • Possess an in-depth understanding of the concepts, principles and methods that guide emergency management and business continuity planning, including the techniques that relate to risk assessment, contingency planning, emergency evacuation and disaster recovery;
  • Have excellent interpersonal skills with proven experience in developing strong, mutually benefiting relationships with people in the security, emergency management and business resiliency communities of practice;
  • Knowledge of and/or experience working with parliamentary institutions would be a considered strong asset.
