How will you contribute?

The Senior Procurement Advisor is accountable for the procurement of high dollar value consulting and professional services and the tendering for complex goods and services (audits, printing, equipment, stationery, consumable goods, furniture and furnishing) in support of Senate operation. The Senior Procurement Advisor provides a centralized contracting role: provides advice and guidance to clients on the procurement process; reviews, prepares, and submits documents for tender; manages and assists with the bid process and performs bid audits; provides advice in the evaluation of bids; prepares contracts for execution. The Senior Procurement Advisor works independently with general direction from the Manager, Procurement. The Senior Procurement Advisor provides guidance to the Procurement Advisors and to the Acquisition Officer.

The Senior Procurement Advisor is accountable for the implementation of policies and directives and is responsible for the management or conduct of expert contracting and procurement programs and projects as well as highly specialized, professional, functional and authoritative advice to Senators, Senior Management, to Responsibility Centre (RC) Managers and Project Authorities (PAs).

The position acts as the Centre of expertise on all aspects of the procurement and contracting for the management of projects to clients and colleagues of the Senator\'s offices. The individual also participates in interdepartmental working groups and committees.

Open to

The general public to staff three (3) indeterminate, full-time positions in the Finance and Procurement Directorate.

This selection process may be used to staff determinate OR indeterminate positions at the same level with similar requirements.

Candidates must also provide a one-page cover letter, in addition to their resume, outlining their interest in the role and demonstrating why they aspire to become a part of the Senate of Canada team.

Prerequisites

  • Successful completion of a post-secondary degree or diploma in Business Administration or a field related to the position and four (4) continuous years\' experience in procurement within the last six (6) years;
  • Procurement Certification or courses towards certification is an asset.
Extensive and recent experience for a minimum of five (5) years within the last eight (8) years in:
  • The development, implementation, coordination, delivery and/or monitoring of procurement and contracting activities for goods and for high value within multi-year;
  • Providing advice to clients and/or senior management on procurement issues;
  • Experience in supervision is an asset;
  • Experience performing quality assurance file reviews on contracting and procurement related documents is an asset;
  • Preparation and validation of Contracting reports that concern contracting for Pro-Active Disclosure purposes.
  • Ability to analyze and interpret procurement related plans, policies, procedures, service delivery standards and /or reports;
  • Ability to prepare briefing notes, correspondence and presentations regarding contracting issues;
  • Knowledge of general business laws and competitive bidding laws, contracting, industry standards and general business practices;
  • Knowledge of contracting methods, techniques and practices to exercise contracting authority;
  • Knowledge of practices in relation to consultation, negotiation and dispute resolution in consultation with stakeholders, to negotiate contracts;
  • Project management and planning aimed at defining and developing the procurement and contract framework, ensuring that strategies and approaches support both corporate and long-term goals, and promoting the cost-efficient procurement of goods and services.
