Job Description

IT Planning and Governance is charged with building and sustaining accountability measures at UWinnipeg through effective IT governance strategies. Key activities include the development and maintenance of IT policies, procedures, standards, and guidelines, and ensuring that related expectations are communicated broadly throughout the university community. IT Planning and Governance is also responsible for administering the Project Management Office and for coordinating organizational change management activities relating to enterprise projects.
The IT Planning Analyst Lead is a full-time continuing position responsible for the development of essential IT governance artifacts such as standards, procedures, and guidelines that support a robust governance and decision-making framework. They will also manage the associated document library, ensuring that documents remain current, and will also coordinate related communication requirements. The incumbent will also create and maintain project management templates and lead organizational change management activities for enterprise projects.
Responsibilities:

  • Conduct background literature reviews, data gathering, and analysis to determine gaps and needs for standards development consistent with the IT governance framework.
  • Investigates how other Canadian institutions are handling IT governance and how these programs are currently supported.
  • Investigates industry policies, standards, best practices, and guidelines, and assesses the suitability of adoption.
  • Develops a detailed understanding of the current maturity of IT governance and provides an annual written assessment, detailing progress made to date and gaps to be addressed.
  • Oversee and participate in the standards development life cycle:
  • Prepare proposal outlines for new standards.
  • Gather information from all stakeholders and assist in preparing first drafts.
  • Schedule review meetings and/or information sessions with stakeholders.
  • Provide a forum to gather feedback from stakeholders and incorporate feedback into approved and draft documents as appropriate.
  • Maintain current status of published standards and those in development. Periodically update the department on standards development activities.
  • Prepare communication plans to support the publication and dissemination of approved standards.
  • Aid in the establishment and maintenance of an organizational change management strategy and framework to guide the implementation of major change within the organization.
  • Aid in the preparation of the change vision and related strategy.
  • Develop an understanding of stakeholders and identify local champions to facilitate the successful introduction of change.
  • Communicate the desired change to affected stakeholders.
  • Monitor the progress of project work and update communication materials as appropriate.
Qualifications:
  • University degree in computer science or related discipline, or community college diploma program completion in computer science.
  • Technical skills training and upgrading ongoing throughout career.
  • Two years of experience at a Lead Business Analyst and three at the Senior Business Analysis level.
  • Experience in coordinating and guiding group discussions.
  • Experience in creating complex administrative procedures, such as department/external policies, procedures, and standards.
  • Experience in conducting literature reviews, including synthesizing and summarizing information.
  • Experience in assessing ongoing project work and understanding the impact of project deliverables on affected stakeholders.
  • Strong oral and written communication skills, with the ability to communicate effectively with both internal and external stakeholders.
  • Experience as a diplomat, translator, and negotiator to find common ground despite conflicting needs from the business and IT.
  • Experience in communicating business and system solutions to management, project stakeholders and business people as part of an established change management strategy.
  • Experience with PC office productivity software, email, management software.
  • Knowledge and use of standard PC packages required.
  • Experience in organizing and planning daily tasks to ensure timely and successful completion.
  • Experience in planning information gathering and communication sessions with departmental staff and external stakeholders.
  • Experience in planning the development of standards documentation in accordance with an established framework.
An equivalent combination of education, experience, skills, knowledge and abilities may be considered.
Condition(s) of Employment:
  • Must be legally entitled to work in Canada.
The salary range for this position will be from $81,372.20 to $112,858.20 annually.
Note: The work described in this posting will be conducted in-person, with an opportunity to apply for Remote Work for up to two (2) days per week.
