Introduction and Background
The New Brunswick Multicultural Council (NBMC) is a bilingual, non-profit umbrella organization that supports multicultural/ethnocultural associations and immigrant-serving agencies in New Brunswick. Since our establishment in 1983, we have been advising federal, provincial, and municipal governments on issues related to multiculturalism, immigration, newcomer settlement, retention, and labor market integration. As a leader in our sector, we are dedicated to promoting positive social change and enriching our communities.
Our mission is to enhance the quality of life in our province by facilitating the full participation of newcomers and the multicultural community in our society. Our vision is for New Brunswick to be a thriving multicultural community and a model of inclusivity, growth, and prosperity in Canada.
To fulfill our mission and vision, we require a stronger online presence. Currently, our website is on an outdated platform that has become inaccessible and cumbersome to update. Simultaneously, we are launching new programs and initiatives that necessitate integration into our website. Thus, we are seeking a consultant to assist us in migrating to a new bilingual website.
Project Scope
This project aims to transfer existing website content and migrate to a new platform. The majority of the content is ready for migration in both French and English. In some instances, new content, such as communications, will be created, and certain changes to the current website layout will be necessary. In such cases, the consultant will collaborate closely with our staff to ensure a clear and timely transfer of content and necessary changes.
NBMC currently uses WordPress, but this system does not align with our dynamic information needs. We require a platform that empowers our internal staff to make updates without advanced coding skills.
Project Objectives
We are seeking a consultant to help us achieve the following objectives:

  • Recommend a New Platform: Conduct research and provide recommendations on a new platform that accommodates our requirements, including plugins, that is sufficiently user-friendly that internal staff can manage content updates and basic adjustments with limited website experience.
  • Transfer Content: Migrate existing content to the chosen platform, with the creation of new content as needed.
  • Platform Migration: Develop a seamless migration for our resources and materials using plugins.
  • Additional Functionality: Providing additional plugins that add more modern functionality, such as an online booking tool for our workshops.

We have provided some timelines in mind below. However, these are all open for discussion and would be discussed with the consultant in order to agree a mutual achievable and agreed timeframe.
Item 1 Discovery Meeting Goal: A meeting between the consultant and the NBMC team to understand the intricacies of our challenge, go over our expectations and define the workplan together. Timeline: December 2023

Platform Migration and Additional Functionality Goal: Resource and material integration, including online booking tool Timeline: March \xe2\x80\x93 April 2024

Ongoing Site Maintenance Goal: Manage new content loading and adapt initial website layout based on feedback and needs, while training and empowering internal staff to take on these responsibilities. Timeline: April 2024 \xe2\x80\x93 March 2025
Consultant Qualifications and Skills
We are looking for a consultant with the following qualifications and skills:
  • Experience in supporting similar organizations and projects.
  • Knowledge of plugin integration on websites.
  • Strong analytical and numeracy skills
  • Creativity
  • Attention to detail
  • Excellent communication skills

Nice to have:
  • Bilingualism (English and French)
  • A bachelor\'s degree in computer science, computer programming, Web development or software engineering or completion of a college program in computer science or related field is usually required.
  • Strong skills with Search engine optimization (SEO)

Evaluation criteria
Proposals will be evaluated based on experience, cost (within budget), and adherence to the timeline.
Budget

Our budget for this project is $25,000 (including taxes).
