Job Description

The Insurance Councils of Saskatchewan (ICS) is seeking a Investigator to join our team. ICS regulates insurance agents, brokers, adjusters, and agencies in Saskatchewan, ensuring a fair, ethical, and professional industry where consumers receive responsible, trustworthy advice and service. As the provincial regulator, ICS licenses individuals and businesses, conducts investigations, and determines compliance with The Insurance Act, The Insurance Regulations, and Council Bylaws.

Reporting to the Manager of Compliance, the Investigator will play a key role in conducting investigations, enforcing regulatory standards, and ensuring adherence to industry laws and guidelines. This role requires exceptional analytical skills, attention to detail, and the ability to manage complex investigations effectively.

Key Responsibilities



Conduct thorough, fair, and objective investigations into individual and industry-related compliance matters. Plan and conduct interviews using various techniques, ensuring accuracy and reliability of statements. Collect, analyze, and assess documentary evidence, including legal contracts, financial records, and regulatory reports. Prepare high-quality investigative reports and correspondence that clearly outline findings, legal/regulatory analysis, and recommendations. Recommend appropriate enforcement actions based on investigative findings. Manage assigned files efficiently, ensuring all investigations adhere to timelines and organizational standards. Establish and maintain professional relationships with stakeholders, including complainants, industry professionals, legal teams, and law enforcement agencies. Consult with the Manager and Legal Counsel as needed to ensure appropriate regulatory action. Stay informed on relevant legislation, investigative techniques, and regulatory best practices.

Work independently, exercising sound judgment and discretion. Use word processing, spreadsheets, and databases to produce detailed reports. Balance multiple priorities effectively in a fast-paced environment. Communicate clearly and professionally, both verbally and in writing.

Qualifications & Experience



A university degree in law, police studies, social sciences, psychology, or a related field. Equivalent education, training, and experience may be considered. Formal training in advanced investigative and enforcement techniques is an asset. Significant experience in investigative and enforcement roles within regulatory or law enforcement environments. Experience in evidence gathering, interviewing, report writing, and legal proceedings. Knowledge of accounting principles and familiarity with audit concepts are beneficial. Demonstrated commitment to administrative fairness and high-quality service delivery.

Pay: $85,981.00-$116,315.00 per year
