The Manitoba Ombudsman is seeking professional, energetic, responsive and forward-thinking individuals to join our team who are passionate about promoting access to information, privacy, access to justice and dedicated to helping Manitobans.
The Manitoba Ombudsman is an independent Officer of the Legislative Assembly with oversight responsibilities under The Ombudsman Act, The Freedom of Information and Protection of Privacy Act (FIPPA), The Personal Health Information Act (PHIA), and The Public Interest Disclosure (Whistleblower Protection) Act (PIDA). The Ombudsman resolves or investigates complaints about administrative decisions of provincial departments, agencies boards and commissions, municipalities, trustees and other public bodies about matters of fairness, access to information and protection of privacy. The Ombudsman has broad authority to investigate on its own initiative; to comment on privacy implications of proposed programs/services, the administration of the legislation and the policies and procedures to handle wrong-doing disclosures; to conduct audits and monitor compliance with FIPPA/PHIA and to report publicly on matters in the public interest. The Ombudsman provides information and educational services about the Acts and the role of the office to public bodies, and the Legislative Assembly.

Qualifications:
Essential Criteria:
• Post-secondary education in a relevant discipline.
• Experience providing direct services to the public and public bodies, including communicating information in person, by phone and in writing.
• Experience interpreting legislation and policy.
• Experience conducting research and reviewing documentation for relevant information.
• Experience working with individuals from diverse backgrounds providing support within a highly sensitive and confidential environment.
• Demonstrated experience managing conflict in a calm, assertive and respectful manner.
• Strong written communication skills with experience creating complete, accurate and factual records.
• Excellent organizational skills including the ability to manage a high-volume workload with conflicting priorities and demands.
• Ability to work both independently and as a contributing member of a team.
• Experience working with MS Office (including Word and Outlook).
• Ability to read, write and verbally communicate in French
Desired criteria:
• Experience with database software.
The Manitoba Ombudsman is seeking candidates who are willing to meet office demands by working on a flexible schedule and/or travel throughout Manitoba as needed.
Duties:
Reporting to the Intake Manager, the Intake Complaints Analyst plays a key role in supporting the Access and Privacy mandate of the Office of the Ombudsman.The Intake Complaints Analyst receives enquiries and complaints from the public relating to matters of administration. The incumbent is responsible for identifying the specific nature of complaints, explaining the role and function of the office, assessing jurisdiction, explaining avenues of review or appeal, making appropriate referrals for non-jurisdictional concerns, reviewing documentation, conducting research, and exploring opportunities for early resolution. In consultation with the Intake Manager, the incumbent determines whether complaints should be escalated for further investigation.
