Job Description



Assignment Description This position will support and manage the coordination of all pre-commissioning, commissioning, and start-up activities related to the Project.

  • Coordinate and supervise activities associated with commissioning and start up planning and execution activities of the program development.
  • Actively participate in Commissioning risk management processes including HAZOP, JHA, FLRA.
  • Work collaboratively with the Commissioning Manager and client to ensure all necessary commissioning and start up activities are planned and executed in a safe, efficient, and environmentally sound manner.
  • Assist in the development and verification of Instrumentation tag lists.
  • Assuring that the project scope is divided up into systems that are defined in a manner that will support ease of commissioning
  • Assure that the System Pre-commissioning and/or Commissioning Procedures are developed, approved, and finalized per the planning schedule and include the appropriate content and detail to assure safe and thorough execution.
  • Assuring that the Commissioning execution plan includes the materials, special tools, and vendor support for a safe and efficient execution
  • Assuring that the commissioning staffing plan has the correct number of persons with the appropriate skills to execute the commissioning work.
  • Supporting project Factory Acceptance Testing (FAT) including reviewing procedures, assigning resources, periodically attending FAT, and adjusting commissioning scope to integrate FAT successes and deficiencies.
  • Development, tracking, and adjusting commissioning execution schedule for the instrument discipline.
  • Working with engineering and operations department to promptly find the preferred alternative for alleviating issues discovered during commissioning.
  • Lead the on-site instrument pre-commissioning and/or commissioning activities, including resource management, schedule coordination, materials/tools/vendor support, system/equipment troubleshooting, and adjusting plan due to resource issues.
  • Assisting in the development of commissioning spare parts listing and quantities.
  • Managing an effective team environment to assure that the commissioning work integrates well in the overall project plan.
  • Establish and maintain a detailed commissioning and start-up schedule to carry out planned tasks efficiently and effectively.
Qualifications Required
  • Bachelor of Engineering Degree or Engineering Technology diploma and a minimum 10 years of experience as an ICT Commissioning Expert.
  • Telecommunication experience in an offshore/onshore facility required.
  • Able to develop a project specific system design with all associated documentation.
  • Experience with radar, navigation, and CCTV systems.
  • Strong decision-making abilities. Well-developed computer skills in MS Excel and MS Word. Excellent communication, teamwork, and organizational skills.
