Niche Technology develops and supports an advanced police Records Management System (RMS). Our current offering, NicheRMS, covers the full breadth of police operations as standard, out-of-the-box functionality that is available now and in live production use. This is our sole focus and line of business.

Our Winnipeg headquarters is hiring an Information Technology Manager to join the team. The selected candidate will lead the IT department in delivering secure, reliable, and scalable infrastructure and services. This position will oversee the planning and execution of IT projects, manage a team of specialists, and ensure alignment with Niche's operational and security goals. This role combines hands-on technical expertise with strategic leadership and team development. This position will report to the Director of IT.

Key Responsibilities:



Leadership & Strategy




Lead, mentor, and support IT staff. Develop and execute IT strategies aligned with business and security objectives. Manage IT budgets, procurement, and vendor relationships.

Technical Oversight & Project Management




Plan, implement, and support both on-premises and cloud-hosted IT infrastructure projects. Oversee the administration of Windows Server environments, Active Directory, Microsoft Exchange, and Microsoft 365 services. Manage virtualization platforms (e.g.,Hyper-V) and SAN storage systems. Ensure robust network architecture, including VLANs, VPNs, firewalls, and routing/switching. Lead the deployment and maintenance of enterprise applications and collaboration tools (e.g., SharePoint, Teams)

Security and Compliance




Partner with Information Security to continuously assess and improve the organization's cybersecurity posture. Partner with Information Security to implement and enforce security policies, access controls, and monitoring systems. Ensure compliance with internal standards and external regulatory requirements, especially those relevant to law enforcement clients.

Business Continuity & Support




Design and maintain high availability (HA) and disaster recovery (DR) strategies. Provide escalation support for complex technical issues and ensure timely resolution. Participate in and coordinate after-hours support as part of an on-call rotation.

Required Qualifications:




Technical college diploma or equivalent. 10+ years of progressive IT experience, including 5+ years in a leadership or management role. Proven experience managing IT infrastructure projects and teams.

Strong hands-on experience with:


Windows Server, Active Directory, Microsoft Exchange Networking fundamentals (TCP/IP, DNS, DHCP, VLAN, VPN) Virtualization (Hyper-V strongly preferred) and SAN technologies



Preferred Qualifications:




Bachelor's degree in computer science, Information Technology, or related field.

Certifications such as:


Windows Server Hybrid Administrator, Azure Network Engineer Associate Information Security Administrator Associate, MCSE, and other relevant Microsoft certifications Cisco CCNA/CCNE Security certifications (e.g., CompTIA Security+, CISSP) ITIL certification and applied experience with the ITIL framework

Experience with:




Microsoft 365 administration (SharePoint, Teams, etc.) Linux server administration Cybersecurity frameworks and tools ISO 27001 and SOC 2 implementation and ongoing compliance

Job Requirements:





Because of the nature of the work and our clients, you must be able to meet the following requirements:


Obtain a pre-employment criminal background search Are eligible to attain Enhanced reliability status, and willing to complete additional security clearances as required Be a Canadian Citizen or have PR status Work in a hybrid model, typically 3 days in office/2 days remote, with additional physical presence as necessary to effectively manage the department

Security Clearance




The successful candidate must be eligible for an RCMP Enhanced Reliability security clearance and may be required to achieve a higher security clearance (e.g. Secret) in the future.
