About the job:



In accordance with established vision and values of the organization, the Information Management Specialist provides business leadership and expertise to link the IMIT systems analysts with business operations, providing input into the development and monitoring of solutions, policies, procedures and standards related to Health Protection information management.



In addition to providing business consultation and support to the Information Management team, this position is responsible for the data stewardship function of information management, and for conducting formal evaluations of information management activities. The Information Management Specialist provides business expertise to ensure that strategic and operational decisions are appropriately informed by accurate data. This position provides business consultation and guidance to a variety of internal and external partners, and supports application related training.



Typical duties and responsibilities:



Provides expertise regarding Health Protection (HP) business requirements and leadership in the implementation, ongoing monitoring and upgrading of information management applications, while ensuring strategic linkages between specialized HP areas are maintained. Contributes business expertise to the information management team to help identify data quality improvement opportunities and needs, to establish strategies and find efficient solutions. Acts as the data steward, maintaining the integrity of information management data by monitoring the effectiveness of, and providing input into the development and implementation of data quality processes and procedures. Leads information system audits to evaluate data quality and the effectiveness of data stewardship activities. Facilitates decision support by consulting with HP staff and partners to identify opportunities, and by coordinating support resources to ensure that information is appropriately used and correctly interpreted to strengthen strategic and operational decision making. Using a systems perspective, plans, leads and reports the evaluation of HP information management initiatives to determine if quality and efficiency goals have been obtained. Consults with working groups to provide advice regarding overall HP information management direction, identifying opportunities, preventing conflicts and ensuring that the results are consistent with the overall direction of HP. Consults with the IMIT systems support team to identify HP training needs and to assist in the development of training resources. Provides business expertise during the delivery of user training; may be required to demonstrate procedures to other employees and students from their own and other facilities/ agencies. Collaborates with key stakeholders to develop and manage HP website content, coordinating with the Leadership Team to ensure that information is current and reviewed on a regular basis; reviews new content to ensure it meets guidelines for posting. Prioritizes HP website inquiries received through the general feedback section on the website; triages requests forwarded by the IH Webmaster, ensuring that they are directed to the correct person for a timely response. Assigns tasks and monitors accordingly. Evaluates outcomes and effectiveness of education and instruction methods by formally assessing staff through skills assessment tools such as written and verbal tests, satisfaction surveys and identification of the overall improvement in the delivery of a cost effective program. Consults with client groups to gather feedback about the user experience as it relates to information gathered through the mandated activities of HP. Provides business expertise and consults with HP teams to ensure that feedback is incorporated into program and service activities. Acts as a consultant and assists Metrics and Reporting Officer with emerging reporting demands as needed; verifies the integrity of data being used to demonstrate health outcomes for the HP program. Provides input into the development of policies and procedures as they relate to information management. Serves as a member of the Systems Support Team, the Information Management Steering Committee and other working groups as required; attends meetings and in-services as requested. Represents Interior Health on provincial committees related to the collection and reporting of HP data, as required. Searches out, reviews, and acquires data on health related issues by methods such as researching historical and archival data, performing literature searches, accessing on-line databases, performing interviews, and consulting with national and provincial groups and organizations. Serves as a project manager for information management projects by performing duties such as: developing a project plan and monitoring/ reporting on project tasks, leading and/ or participating on the project team, coordinating project tasks and providing status reports. Performs other related duties as assigned.


Education, Training and Experience:



Bachelor's Degree in a health, science or education related discipline. A minimum of three year's recent experience working in Health Protection or the equivalent combination of education, training and experience.


Current valid BC Driver's License.

Teamwork: Demonstrated ability to foster teamwork and a commitment to excellence in the provision of client care.




Equipment: Demonstrated computer skills including the use of Meditech and Windows based programs. Demonstrated data analysis skills including appropriate data analysis and reporting tools. Demonstrated ability in the use of e-mail and word processing. Ability to operate other related equipment as required in the specific practice area.
