Halifax Regional Municipality (HRM) is inviting applications for the permanent, full-time position of Information Access & Privacy Administrator within the Access & Privacy team.

As a key player on the Access & Privacy team, the Access & Privacy Administrator coordinates the complete application process as outlined in Part XX, Freedom of Information & Protection of Privacy (FOIPOP), of the Municipal Government Act. The Access & Privacy Administrator works with external clients and internal staff, in compliance with legislation and policy, to deliver responses to requests for information held by Halifax Regional Municipality.
DUTIES & RESPONSIBILITIES:
Assists applicants to exercise their access to information rights by consulting and/or negotiating with them to better define, clarify, or narrow requests
Consults/negotiates with third parties and private individuals regarding their rights under the Act.
Processes all access applications and manages all requests by monitoring time- lines, working closely with Business Units to secure all responsive records, preparing fee estimates in accordance with the legislative requirements and dealing with applicants.
Interprets the legislation, research relevant cases, extensively reviews the responsive records, consults with Business Units on disclosure and makes recommendations on disclosure to the Information Access Program Lead.
Research trends and cases in other jurisdictions on applications/ reviews of similar matter and provides background for written or oral representation defending the municipality's position on access.
In consultation with the Information Access Program Lead, provides advice to Business Units regarding FOIPOP and other access and privacy matters.
Research, analyses, and identifies policy issues regarding access and privacy to ensure compliance with the legislation and access and privacy best practices.
In cooperation with Business Units, assists in identifying records which can be provided through routine access.
Assists the Information Access Program Lead and the Chief Privacy Officer/Manager of Access & Privacy in developing policies, procedures and best practices.
Assists the Information Access Program Lead in developing and delivering all training and education programs regarding access and privacy to staff, management, and elected officials
Prepares and develops written communication/ information bulletins, messages, notices and newsletters on access and privacy matters.
QUALIFICATIONS:
Education & Experience:
A Bachelor's Degree in information management, records management, public administration, business administration or related discipline
Formalized training in access and privacy and/ or recognized certification in information access & privacy, such as CIPP/C
5 years' experience in a policy/legislative/regulatory framework including:
+ Experience in an access and privacy office with the management of an access and privacy program
+ Experience in interpreting legislation and regulations
+ Experience in investigation, research and analysis, and policy writing
+ Experience in international privacy standards and principles
Technical / Job Specific Knowledge and Abilities:
Strong understanding of risk management skills
Well-developed research and analytical skills
Experience in working within strict deadlines and guidelines in a complex and changing high-pressure work environment
Strong communication and interpersonal skills
Demonstrated problem solving and multi-tasking skills
Must be able to keep accurate and well-documented records
Must be able to deal effectively with the public and elected officials
Thorough demonstrated knowledge of municipal government and the services provided
Demonstrated planning, facilitating and negotiating skills
Sound judgement and high regard for confidentiality as the Access & Privacy Administrator deals frequently with sensitive, confidential and personal information issues where both the confidentiality and the sensitivity of the records must be balanced with other obligations under the Act
Demonstrated ability to effectively develop and rollout training and education program

Security Clearance Requirements

WORK STATUS:
Permanent, full time
HOURS OF WORK:
Monday to Friday, 8:30 am to 4:30 pm, 35 hours per week. Flex options to work outside of these hours and hybrid may be available.
SALARY:
Non-Union Level 5, $66,830 - $86,490. Salary will be determined based on relevant experience and qualifications related to the specified pay band and job. Placement above the midpoint of the pay band is typically reserved for candidates who significantly exceed the minimum qualifications, such as those with exceptional experience, specialized skills, or demonstrated achievements relevant to the role. This ensures fair and consistent compensation practices across the organization.
