An exciting opportunity is available for an Human Resources Manager in our Corporate Head Office in Concord, Ontario. Come and join our team! TOK comprises a group of companies that provide transit operations and maintenance services to municipalities across Canada. We are responsible for nearly 900 employees and 650 public transit vehicles. We are presently hiring for an experienced Corporate Human Resources Manager that enjoys working with people while providing oversight and guidance to divisional personnel regarding human resource, payroll and benefits matters.
Principal Duties and Responsibilities
The Corporate Human Resources Manager is specifically responsible for::
- Provide corporate-level HR leadership, guidance, and oversight to multiple operating divisions across Ontario.
- Develop and implement HR policies, programs, and best practices that ensure consistency and compliance across all subsidiaries.
- Act as a strategic advisor to senior management on workforce planning, organizational structure, talent management, and succession planning.
- Lead labour relations strategy, including collective bargaining and negotiations, collective agreement interpretation, and supporting divisions with respect to grievance resolution, discipline processes, and union communications.
- Ensure consistent application of labour practices across unionized locations.
- Ensure compliance with all relevant legislation in each provincial jurisdiction, including employment standards, human rights, occupational health and safety, accessibility requirements, and privacy laws.
- Maintain awareness of legislative changes and advise leadership on required updates to policies and practices.
- Oversee HR operational functions including recruitment, onboarding, performance management, and employee relations.
- Subject to corporate priorities, review and modernize workflows using technology (HRIS, electronic onboarding, digital forms) to improve efficiency across operating companies.
- Standardize HR documentation, templates, and reporting processes.
- Review and interpret HR-related components of municipal service contracts, including staffing requirements, service levels, and compliance obligations.
- Support bid submissions and RFP responses by providing HR cost inputs, labour strategy, and organizational structure recommendations.
- Provide oversight of payroll and benefit administration across all divisions, ensuring accuracy, compliance, and consistent standards.
- Support the application of compensation frameworks, benefits plans, and payroll systems.
- Provide guidance on WSIB claims management, modified duties, return-to-work programs, and occupational injury prevention.
- Monitor attendance programs and support standardized approaches to absenteeism, accommodation, and disability management.
- Support managers in handling employee concerns, investigations, workplace conflict, and performance issues.
- Promote a positive workplace culture based on transparency, fairness, safety, and respect.
- Develop HR dashboards, metrics, and reports to support decision-making (turnover, attendance, recruitment timelines, training compliance, etc.).
- Implement training programs for managers and front-line employees, including ESA compliance, HR fundamentals, safety, and supervisory skills.
- Ensure mandatory compliance training (WHMIS, violence/harassment, accessibility, etc.) is properly delivered and documented.
Qualifications
- 10 years' experience management in a transportation services or similar business providing services to customers;
- Experience working with unions, collective bargaining and collective agreements;
- Experience with human resource legislation, such as employment standards;
- Experience with oversight of payroll;
- Must be comfortable with numerical analysis;
- Experience in reviewing legal contracts and drafting employment agreements;
- Must demonstrate an ability to improve process and establish policies;
- Proficient with computers, including Outlook, Word, Excel, and other business applications;
- Must demonstrate an aptitude for using technology to improve efficiency and strengthen process;
- Must be a calm problem-solver and able to motivate a team;
- Must be an excellent communicator, including the ability to write professional correspondence; and
- Must be energetic, dependable, and well-organized.
