Position Description:
Reporting to the Senior Manager, Human Resource Services (HRS), and consistent with the Mission, Values and Policies of St.Amant and the Principle Functions and Objectives of Human Resource Services, the Human Resource Consultant (HRC) is responsible for providing a full range of Human Resources services to the various programs and services of St.Amant and ensuring that all of the objectives of HR services are met.
Qualifications:
Educational:
Post-secondary education with a focus on Human Resource Management
Attainment of the Chartered Professional in Human Resources (CPHR) designation or current enrollment towards completion of required elements towards certification a definite asset
Professional:
Minimum of 3 years experience in a Human Resource position within a unionized environment, preferably in a healthcare setting
Demonstrated knowledge and understanding of employment related legislation
Strong technical skills with experience using Human Resource Information Systems and Microsoft Office applications including Word, Excel, PowerPoint, Outlook and Internet browsers
Excellent communication skills (written and verbal)

Able to work independently and harmoniously within a multi-disciplined group

Duties and Responsibilities:
Program/Service Support
Consistent with the Mission and Values of the organization, the HRC provides sound advice and support to the organization related to human resource and Labour relations matters. This support is consistent with established policies and procedures, collective agreements, and respective employment legislation.
Duties include:
Collaborates with managers to advise on general policies & procedures, collective agreement provisions and employment legislation, including interpretation and implementation
Receives, investigates and resolves grievances at steps one and two, under direction of the Manager, Human Resources
Leads investigations on Respectful Workplace and other matters, conducts analysis, and writes formal reports containing findings and recommendations
Provides support to managers with attendance and performance management processes including the application of progressive discipline
Assists with the preparation for collective bargaining; participates on central bargaining teams or local negotiations as required
Assists the Return to Work Specialist with WCB claims, Return to Work or other Disability Management duties, as required
Provides HR related statistical data for HR Key Indicators Reports and other reports as required
Evaluates services on an ongoing basis through the collection and analysis of relevant data
Seeks process improvement opportunities, modeling customer-focused decision making
Participates in the development and revision of human resources policies and procedures
Participates in HR projects in order to meet the objectives outlined in the Strategic Plan
Human Resource Management
The HRC is responsible for supporting managers in the organization by providing sound advice related to human resource matters that are consistent with the organizational values, policies and procedures, and its collective agreements.
Duties include:
Establishes and maintains effective relationships within HRS and between programs/services
Follows St.Amant and HRS processes and procedures to support the HRS team and to model appropriate employee behaviors and policy compliance
Ensures an effective flow of communication of information to and from service areas, and with individual managers and employees
Provides advice and guidance to managers on human resource related matters in a collaborative and supportive manner
Works within Human Resource policies and procedures
