As a Human Resources (HR) Business Analyst, you will support HR in delivering its technology plan by bridging the gap between business needs and technical requirements, and you will translate requests into effective solutions for HR. You will play a key role in supporting projects by applying technical, analytical, and process improvement skills. Primary duties include:

Consult with business clients to assist with designing innovative solutions to challenges/opportunities that are process and/or technology-related; evaluate proposed solutions to ensure they meet business needs and align with business goals. Facilitate conversations to document current process; redesign processes to create efficiencies in HR and improve the customer experience. Consult with business clients to elicit a clearly articulated list of functional requirements. Act as a liaison between HR and IT, translating business needs, providing options to resolve problems, and influencing decisions on project requirements. Stay current with emerging technologies to support HR clients with solution design. Exercise strong project management acumen for HR projects; work closely with project managers from both HR and IT on project delivery. Lead the internal HR change management activities throughout project stages. Conduct needs assessments to design appropriate learning strategies and define and align learning needs with desired performance and business outcomes. Write testing procedures and use cases, facilitate User Acceptance Testing, and use technical writing skills to document and publish project-related processes and operational rules. Review and update training materials and knowledge base solutions and assess accuracy and relevance. Maintain myHRconnect resources and content, organizing information in accessible and user-friendly formats. Liaise with subject matter experts on the creation and maintenance of HR HelpDesk knowledgebase content. Generate custom HR HelpDesk queries and reports based on user requests.


Qualifications

A completed 2-3 year diploma in Human Resources, Business Administration, Information Technology/Computer Science or related field and at least 4 years of related experience in business analysis and/or the design, development, delivery and evaluation of system-related training, OR; A degree in Human Resources, Business Administration, Information Technology/Computer Science or related field and at least 2 years of related experience in business analysis and/or the design, development, delivery and evaluation of system-related training. Professional designation/certification as a Business Analyst is required. Experience with data analysis and reporting, technical writing, systems testing, process mapping, instructional design and training delivery is preferred. Experience with process redesign and change management will be considered an asset. Experience with HR Systems such as PeopleSoft HCM, HR Helpdesk and myHRConnect and how they are used at The City of Calgary will also be an asset. Demonstrated collaboration and communication skills, problem solving and critical thinking skills, strong relationship building skills and the ability to convey complex information to both technical and non-technical audiences.

This position may be eligible to work from home as one of several flexible work options available to City employees. Such arrangements are based on the operational requirements of the position and employee suitability and are subject to change based on operational needs and corporate direction.
