NATURE OF WORK Reporting to the Coordinator of Staffing, the HR Advisor (Staffing) is responsible for the application of Human Resources policies and programs in support of the Cree School Board (CSB) mission, vision and values. More specifically, the HR Advisor will act as a partner to managers and employees (of respective client groups and will provide expertise, support and coaching in regards of staffing needs. In addition, the incumbent will develop and maintain relationships with internal stakeholders to better understand current and future staffing needs Moreover, the HR Advisor will contribute to the development and implementation of strategies and programs to enhance the attraction and retention of candidates at the Cree School Board The HR Advisor leads by example, fosters a spirit of teamwork, engages employees, and facilitates a workplace culture in keeping with the CSB organizational values. CHARACTERISTIC FUNCTIONS Departmental Responsibilities: Contribute to the development of the departmental strategic initiatives and annual action plan. Support the Coordinator in the development and monitoring of departmental strategies, objectives, policies, and programs. Identify opportunities for adjustment, as required. Contribute to the development of the departmental strategic initiatives and action plans regarding the attraction, selection and onboarding of employees; support and execute these initiatives and action plans. Participate in the development and implementation of up-to-date efficient and effective systems, databases/ files and administrative standards that respond to the needs of the school board. Effectively use the Applications Tracking System (ATS) for accurate data analysis and reporting (contribute to data integrity efforts). Contribute to the development and implementation of processes, procedures, and policies. Support compliance within client groups. Participate in the development and implementation of relevant staffing related programs. Monitor outcomes and liaise with stakeholders for adjustments. Establish and maintain effective communications and relations within their sector, across the CSB and with external stakeholders. Role-specific responsibilities: Drive full cycle recruitment processes in close cooperation with hiring managers Contribute to standardization of staffing processes Provide recruitment training to hiring managers Partner with Hiring managers to draft job descriptions and determine key knowledge, competencies and experience needed for a given role. Create positive experiences for candidates by defining expectations, communicating regularly, and providing timely feedback. Participate in career fairs Ensure consistency of practices and compliance with policies and procedures. Provide day-to-day support and advice to internal clients regarding attraction, selection and onboarding of Teachers. Support internal stakeholders with the identification and analysis of staffing needs. Collaborate in workforce planning. Provide guidance and coaching to hiring managers and other employees in the recruitment process. Support internal stakeholders with attraction, recruitment, selection and onboarding activities by developing and implementing relevant and efficient processes, procedures and tools (job postings and job descriptions, conducting interviews, hiring process, etc.). Monitor and adjust as required. Educate, consult and transfer knowledge of staffing practices to internal stakeholders, including hiring managers and Staffing support staff. Supervisory Responsibilities: Pursue own professional development to enhance personal and organizational capacity, as well as meet the changing needs of the organization. Represent department and organization, as required. Any other duties, as assigned by supervisor. MINIMUM REQUIRED QUALIFICATIONS Bachelor\xe2\x80\x99s degree in human resources or any other related field; Three (3) years of relevant experience; Excellent communication skills; Autonomous, dynamic and a positive attitude; Good organizational skills and strong interpersonal relationships; Experience in First Nations recruitment is an asset; Fluency in two of the three official languages of the Board (English, French and Cree); Ability to travel; Annual holidays must be scheduled outside peak staffing and onboarding periods; vacation may be requested to be scheduled
or taken outside the month of July according to departmental needs; Ability to work in a fast paced environment, with strong data management skills is a definite asset. EMPLOYMENT CONDITIONS Replacement position. *Given the current salary regulations and guidelines at the Cree School Board, candidates from another Quebec School Board will be able to obtain a salary as per the scale above-mentioned. However, candidates that are not from the education sector are not eligible to a salary above the midpoint of the position\'s salary scale. BEGINNING OF EMPLOYMENT As soon as possible.
