Job Description

COSL Canada is looking to fill a position in our QHSE Team with an individual who has knowledge of HSE and oil & gas industry working experience. This is a based field position as a contractor with the possibility of transitioning to a permanent role.

Summary:



Field HSE Advisor is responsible for providing Health, Safety and Environment (HSE) support and guidance on activities related to COSL Canada HSE Management System (HSMS) effectiveness and COSL Canada Management support.

Responsibilities?



Fostering a culture of proactive safety, environmental stewardship, and quality throughout the organization by providing visible leadership, setting expectations, and promoting employee engagement and accountability. Stay informed of Headquarters and provincial regulations governing health, safety, and environmental practices within the oil and gas sector and ensuring compliance. Identifying potential hazards and risks associated with operations, facilities, and equipment, and developing strategies to mitigate these risks to protect employees, the environment, and the community. Attend on site safety meetings and communicate to workers and contractors about recent incidents and lessons learned, ongoing HSE focuses, and COSL or client awareness items. Participate in hazard assessments and review contractor FLHA's and JSA's for tasks being performed. Conduct regular site tours and formal and informal inspections of CCL activity areas to identify any potential hazards or at-risk behaviors. Communicate any deficiencies or concerns to on-site supervision for correction or follow-up. Conduct work interventions (Stop Work Authority) if necessary. Conduct regular informal or formal inspections/observations of contractor vehicles, and equipment. Ensure that the equipment is in good working order and that required safeguards are in place. This includes but is not limited to tubular handling equipment, mechanical lifting devices and rigging, well-controlled equipment, powered mobile equipment etc. Conduct regular informal or formal job observations of contractors performing work. Verify that workers are conducting operations as outlined by contractor Safe Work Practices and Procedures, as well as CCL and client site requirements and HSEMS. Communicate any deficiencies or concerns to on-site supervision. Continuously engage with workers to surface worker concerns and ensure that workers are fit for duty and focused on the tasks being performed. This includes but is not limited to camp conditions, external or internal pressure to perform, inadequate leadership or mentoring, difficulties communicating between contractors, etc. Participate in HSE related activities such as Monthly Site Assessments, Weekly Hazard Hunts, Client or CCL Management tours, Contractor Management tours. Review of CCL and contractor leading and lagging indicators. Identify any trends in reported hazards or observations that might need additional focus or support from the HSE team to prevent re-occurrence of hazards, or positive reinforcement of positive observations. Regular review and auditing of CCL Safe Work Permits to ensure that hazards and controls are identified and that the work authorization process is completed safely and diligently. Participate in regular Emergency Drills and Exercises with the Client and CCL contractors. Document successes or lessons learned for review, recognition and follow-up as necessary. Participate in well control drills (BOP testing), audit well control procedures, and validate personnel certifications for well control (IWCF/IADC). Serve as initial on-scene HSE advisor for critical emergencies (blowouts, major spills) pending leadership handover. Lead/Support investigations (incidents/near-misses), including evidence collection, witness interviews, and root cause analysis Provide monitoring of high-risk operations (cementing, fracturing, perforation, workovers, Sour H?S zones) with targeted JSAs/FLHAs. Ensure compliance in handling/storage/disposal of drilling waste (mud, cuttings, oils) under CEPA/AER. Verify secondary containment integrity and lead minor spill response/reporting. Review of contractor HSE pre-qualifications (e.g., COR/SECOR, ISNetworld ratings) and conduct performance evaluations. Monitor transportation/logistics safety (winter roads, NEBC/other helicopters, heavy haul). Provide feedback to CCL Management on camp facilities (fire systems, sanitation, food safety) and mental health support access. Enforce wildlife protocols (bear safety) where applicable. Analyze leading indicators (observations, inspections) to drive corrective actions. Manage specialized PPE (FR clothing, respirators, H?S monitors) compliance. Conduct rig-specific equipment inspections (ex. derrick, drawworks, hoisting systems). Shut down or stop work immediately if there is an imminent danger situation. Ensure employees participate in the reporting of all incidents and unsafe conditions and behaviors. Document all acts of non-compliance as per the Non-Compliance Polic Maintain a good housekeeping standard and assign definite responsibilities for housekeeping. Support all employees, contractors, subcontractors and visitors in education and conformance with hazard control mitigations. Ensure all work refusals are promptly investigated as per the Work Refusal Program Implement all the other QHSE Team projects and tasks assigned by QHSE Management.

Requirements:



At least 2 years of experience working with Oil and Gas Industry. 1+ years of working experience in HSE Advisor Role, HSE Lead or HSE Specialist role, preferred experience in Drilling and Completions Operations. Experience in support Safety Management System development and implementation. Incident Management/Investigation experience. Strong interpersonal and leadership characteristics with ability to collaborate with multiple operations disciplines and organization levels. Experience and ability to engage and collaborate with external stakeholders (i.e. contractors). Ability to assess and interpret statistical analysis, trending. Ability to lead, coach and mentor internal and external stakeholders (i.e. Internal Field Operations and HSE Team Members, Contractors). Ability to meet internal HSE reporting and requirements. Ability to deliver HSE training and presentation in small to large audiences. Skills and experience with MS Office suite.

Valid driver's license with a clean abstract Drug & Alcohol Clearance - 5 Panel POCT w/Breath Alcohol CSO H2S Alive Standard First Aid & CPR WHMIS 2015(or later) TGD ICS-100 Incident Investigation / Root Cause Analysis Training At least one of the following certifications/ designations or equivalency:
o Occupational Health & Safety Certificate/Diploma

o National Construction Safety Office (NCSO)

o CRSP (Canadian Registered Safety Professional)

o CSP, CSO, NCSO, NEBOSH, etc

Pay: $50.00-$57.00 per hour
