JOB SUMMARY



The Strategic Housing Projects Branch in the Strategic Initiatives Department is seeking a dynamic and innovative housing professional to lead the development and implementation of incentive programs and strategic housing initiatives that advance Council's priorities. This role plays a key part in enabling the creation of new affordable and supportive housing, by supporting non-profit developers through complex legislative, planning, and construction processes. The successful candidate will bring expertise and a minimum 2 years of experience in affordable housing, including development approvals, building design, project financials, and a strong understanding of affordable housing funding programs across all levels of government. They will use technology and project management tools to coordinate multiple priorities, including project and program budgets, timelines, consultants, payment requests, and reporting requirements. The candidate will also lead inclusive communications and stakeholder engagement strategies, including public consultations, advisory workshops, and the preparation of reports and presentations for elected officials and senior staff.

EDUCATION AND EXPERIENCE



Completion of 4 year university degree in urban planning, urban studies, architecture, public or business administration, or a related field
Minimum of 2 years of housing experience

CERTIFICATIONS AND LICENCES


Registered Professional Planner (RPP) with OPPI OR Landscape Architect (Full Member) with OALA OR Licensed Professional Engineer (P.Eng.) with PEO, or working towards certification, is desirable

Residential building/construction industry Project management methodologies Project construction and operating budgets Principles of land use planning, development approvals processes and environmental considerations related to development Broader development issues including urban design and principles of smart growth Housing policy guidelines and relevant federal/provincial agreements and legislation, such as Housing Services Act, Planning Act. Municipal government policy, regulation and political processes Socio-economic theory and Land Economics (e.g. housing supply and demand factors and their impacts) Research and evaluation methodology and techniques Social housing programs Word processing and spreadsheet software Knowledge of applicable health and safety legislation, including the rights and duties of workers
