Reporting to the Director, the Health System Planning Advisor develops, leads, and coordinates projects, feasibility studies and business cases to evaluate current service delivery levels and policies, assesses alternate service delivery models, and conducts analysis on work design, program review, staff redeployment, financial impact, and strategic information to support these processes. As well as providing leadership in modeling, sustainable improvement, priority setting analysis and health planning, the incumbent is an integral member of the interdisciplinary team that provides decision support for system redesign to senior management. Key partnerships are with executive and senior level management across Vancouver Coastal Health (VCH), QUIST staff, financial and capital planning staff, and interdisciplinary project team members.

As a Health Systems Planning Advisor with Vancouver Coastal Health your key responsibilities will be:

  • Responsible for the creation, delivery, and updates of the VCH Balanced scorecard for the Board and Senior team and the creation of Briefing Notes as associated with the scorecards
  • Creation and development of presentations based on drawing data insights and then representing data in a storytelling/easy-to-understand format
  • Participation in Ministry of Health and National Committees as it pertains to benchmarking and regional/national reporting
  • Responsible for the business maintenance of the balanced scorecard infrastructure and databases
  • Effective identification and analysis of health system issues to support policy recommendations and system redesign plans; assists in leading and implementing policy development and system redesign projects
  • Strategic plans developed, and project management, workplace efficiency analysis, business system analysis, and operational improvement analysis undertaken to assist with strategic decision-making
  • Effective leadership, direction, and expertise to quality assurance and business re-engineering initiatives within a complex and varied health system
  • Effective leadership to planning initiatives that optimize the use of organizational resources to continually improve the provision of client care
  • Best practice expertise provided to business units through research, evaluation, forecasting/model development, complex feasibility studies and business cases associated with alternate service delivery models
QUALIFICATIONS:

Education & Experience
  • Master's Degree in Health Administration, Health Planning, Business Administration or Behavioural Sciences, supplemented by postgraduate course work in health care planning or health policy development and analysis.
  • Five to seven (5 to 7) years' recent, related experience in senior level planning or program development in healthcare or social services, or an equivalent combination of education, training and experience.
Knowledge & Abilities
  • Competent decision making that manages and considers the potential impact to health authority service provision, client care, unionized and non-contract staff deployment, and financial implications, as well as considers industry trends, Ministry of Health initiatives, and government directions.
  • Identifies, collects and analyzes relevant information, including industry-wide assessments and research, to support the health planning, sustainable improvement, and modeling needs of the organization.
  • Expertly understands health systems information, health services operations, and external health care environment to appropriately analyze complex information, research, and policy mandates.
  • Provides expertise and support in the development of organizational goals and objectives, performance indicators, appropriate databases and statistical and analytical tools.
  • Physical ability to perform the duties of the position.
As per the current Public Health Orders (Long Term Care/Seniors Assisted Living Provincial Health Officer Order and the Health Sector Order), as of October 26, 2021, all employees working for Vancouver Coastal Health must be fully vaccinated for COVID-19.
