Position Summary

The Health & Safety Officer will be a primary advocate for continuing to promote a strong health and safety culture; through not only developing new and maintaining existing safe work procedures and policies, but through frequent site visits working with site employees to create awareness.



The Health & Safety Officer will have a strong understanding and knowledge of provincial (WorkSafe BC) and federal OHS legislation, and effective communication skills needed to instructed employees on best health & safety practices and investigate incidents.






This person reports directly to the VP, Finance & Administration, working closely with the Health & Safety Coordinator, Superintendents, Foremen and Project Managers.





Key

Duties and Responsibilities





Work shall include but not necessarily be bound by the following:




Policies and Procedures: Maintain and develop safe work procedures and policies, keep the Health & Safety manual current, maintain forms and records in the safety management software and distribute health & safety alerts, bulletins, and weekly toolbox talks. Safety Plans: Assist with the development of site-specific safety plans and procedures. Risk management: Conducting the Annual Formal Hazard Assessment and addressing any new risks, attending pre-job meetings, visiting work sites on a regular basis observing and training on safe work procedures (locations include BC interior and Vancouver Island), working with foremen to ensure FLHA and site inspections are completed, arranging annual testing of PPE, ensuring vehicle inspections are completed, ensuring all employee training credentials are kept up to date, and risks addressed in a timely manner, ensuring subcontractor compliance onsite. Communication: Provide guidance and support to Superintendents, Foremen and Project Managers on safe work procedures and site-specific safety inquiries Vendor Compliance: Assist with the maintenance of vendor compliance on 3rd party supplier management platforms (e.g. Aveeta, ISNetworld, Safe Contractor) Health & Safety Initiatives: Organize and promote health & safety initiatives, such as Pink Shirt Day and Construction Month, to raise awareness and encourage safe practices among employees. New worker orientation: Conducting FIT tests, health & safety orientations Training: Administer Train-the-Trainer programs (e.g. Fall Protection, Lock Out Tag Out). Health & Safety committee: Overseeing the monthly health & safety meetings, recruiting, and ensuring continuous learning for committee members. Injury management: Incident reporting, conducting investigations, managing the return-to-work program, maintain injury statistics and addressing trends. COR Certification: Conducting the internal COR audits for maintenance years and being the key point of contact for the External COR Auditor for recertification years. Mentorship: Mentor, guide and collaborate with and the Health & Safety Coordinator to align day-to-day safety activities such as risk assessments, incident reporting and investigations, policies and procedures, and training.



Education and Experience Requirements





NHSA or NCSO designation or BCIT diploma or certificate in Occupational Health & Safety Minimum of 3-5 years experience as a safety practitioner Valid Class 5 drivers' license Valid First Aid Level 1, 2 or 3 WHIMIS, Confined Space Awareness, Asbestos Awareness and Fall Protection and Aerial Work Platform certification (or willingness to complete these courses) Internal COR Auditor Certification (or willingness to complete this course) FIT Testing and Bucket Truck/Aerial Lift Train the Trainer Certification would be considered an asset Experience in the electrical field would be considered an asset
