Job Summary

The role of providing comprehensive support for This Company\'s domestic and international bulk crude oil and refined products sales and supply logistics requires a unique blend of technical, commercial, legal, administrative, financial, and operational expertise. This senior position entails the coordination of activities across various levels of management and collaboration with professionals from diverse sectors, including customers, suppliers, refineries, storage terminals, pipeline operators, shipping companies, and specialized service contractors. Additionally, the incumbent is entrusted with the responsibility of overseeing human resource management by supervising and mentoring subordinates, assessing competencies, and recommending development plans. This multifaceted role demands both operational proficiency and business acumen, ensuring seamless coordination and effective decision-making in the realm of oil and gas logistics.

Responsibilities:

  • Provides technical, commercial, and logistical support for sales/purchase contract procurement and offshore storage, pipeline, shipping, and specialized service contracts.
  • Coordinates technical, commercial, legal, administrative, financial, and operational planning and support for administering agreements.
  • Prepares forecasts of domestic and international crude/product deliveries based on cargo nominations.
  • Handles routine and abnormal coordination of cargo scheduling, vessel berthing, documentation, and management reporting for crude/product deliveries.
  • Coordinates scheduling of imported products with Product Sales and Marketing department, customers, terminals, and refineries.
  • Monitors progress of tanker voyages to ensure economic and efficient deliveries within applicable agreements.
  • Monitors cargo movement and measurement operations to ensure accurate invoicing and adherence to agreements.
  • Monitors performance and costs of service contractors to adhere to standards and minimize losses.
  • Monitors vessel laytime and demurrage to ensure accurate invoicing and adherence to agreements.
  • Maintains business communications and relations with customers, suppliers, and service companies.
  • Provides direct supervision to lower-level employees.
  • Performs human resources management functions typically performed by a unit head.
  • Performs other job responsibilities as requested by the Department Manager.
Requirements:
  • This role required candidate to permanently relocate at Dhahran, Saudi Arabia.
  • Bachelor\'s degree in Engineering, Physical Sciences, Business Administration, Economics, Mathematics, Maritime Studies, Maritime Law, or Naval Architecture.
  • Minimum of twelve (12) years of experience in the oil industry.
  • Background in one of the following areas: Petroleum Sales/Supply Logistics, Commercial Shipping, Maritime Law, Refinery or Terminal Planning or Operations, Petroleum Accounting, or Auditing.
  • Enhanced experience in seagoing roles on bulk petroleum tankers with a United Kingdom Department of Transport Class 1, Foreign Going (Deck) Certificate of Competency, or employment as an independent maritime/petroleum cargo surveyor.
  • Management-level experience with an industry-respected inspection firm, focused on the implementation of measurement/safety standards, quality assurance programs, internal auditing, and personnel training.
  • Excellent verbal and written communication skills in English, with knowledge of verbal and written Arabic being a plus but not a requirement.
