Job Description


The County of Lambton is an urban-rural area in southwestern Ontario that is home to over 126,000 residents. Position Overview

The purpose of this position is to maintain & expand the County\'s Enterprise Geographic Information System. The GIS Specialist is responsible for software development, implementation, and customization of the GIS system. The GIS Specialist has strong programming skills relatable to enterprise GIS scripting, integration, custom application, and web development.

Duties and Responsibilities

GIS Software Development/Implementation/Customization:

  • Respond to departmental, user and external requests for GIS custom tools, functionality, and applications to meet the business needs of the end users
  • Automate GIS processes through data manipulation and scripting of routine maintenance processes
  • Supports GIS software and custom applications with installation, configuration, testing and maintenance
  • Create and maintains web mapping applications using VertiGIS Studio applications (Latitude Geographic Geocortex), ArcGIS Online web apps (Web App Builder and Experience Builder) and custom web development
  • Creates and modifies tools and widgets for desktop and online applications
Internal/External Communication:
  • Training and presentations to specific users and groups
  • Presentations to Manager groups and responds to requests from management, department and end users
  • Communications with consultants, engineering firms; bridge the technical gap between various internal and external users by communicating at a level of understanding that addresses both the general and technical details
Planning:
  • Database modelling - model real-world features and interactions through relationships, associations, and topological relationships to most accurately model real world situations for accurate analysis, cartographic representation, and presentation
  • Plan for GIS hardware/software upgrades with minimal disruption
  • Launch of new tools, functionality, applications to best coincide with user deadlines, and software upgrades
  • Planning for scheduled and unscheduled training sessions, presentations, needs assessments and associated outcomes
  • Prioritize and plan work activities to maximize efficiencies and economies of scale
Analysis:
  • Provides GIS analysis of spatial and non-spatial data as requested for internal and other departments, local municipalities and external partner agencies
  • Analysis of end-user work procedures to streamline or when determining new application, functionality, etc. (i.e., needs assessment)
Production:
  • Production of high-quality digital or hardcopy cartographic products, tables, charts, graphs, and reports based on analysis and internal and external requests
  • Custom or standard GIS products developed for desktop or web presentation
  • Production of documentation, presentation material, and packages for data requests
Maintenance:
  • Maintains all enterprise GIS applications and software through upgrades, patches, service packs and testing in a development and production environment
  • Data maintenance includes regular updates to databases to ensure quality control and accuracy, compression of the database to maximize response time and performance
  • Maintenance of metadata to ensure consistent documentation of changes and updates to data
Required Knowledge, Skills and Experience:
  • Requires expert knowledge of applied geography, projections, coordinate systems, datums, surveying principles, primary and secondary data, satellite and aerial imagery, cartographic principles
  • Knowledge of MS SQL database management and T-SQL
  • Thorough knowledge of the ESRI suite of software, including ArcGIS Desktop, ArcGIS Pro, Enterprise, AGOL and associated apps and extensions
  • Experience with VertiGIS Studio and custom workflow development using Workflow Designer and Report Designer
  • Strong knowledge of programming fundamentals, particularly Python and JavaScript (nodejs)
  • Expert in geomatics concepts including data formats, geodatabase management, geoprocessing, cartography and geodesy
  • Web Development (HTML, JavaScript)
  • Thorough knowledge and proficiency with Office 365 suite of software
General:
  • Incumbents must keep up to date on all relevant legislation, County Policies and Procedures, etc. ensuring that these are implemented as prescribed
  • Incumbents must possess the physical ability to meet the duties and responsibilities of the job description and/or the requirements identified within the position\'s Physical Demands Analysis

Qualifications

Minimum Formal Education
  • A diploma in Geographic Information Systems with a focus on Programming, Web Development or related field or equivalent experience is required
Experience
  • Three years of experience working with Enterprise GIS software and developing GIS desktop and web applications
  • Thorough knowledge of the ESRI suite of software, including ArcGIS Desktop, ArcGIS Pro, Enterprise, AGOL and associated apps and extensions
  • Strong knowledge of programming fundamentals, particularly Python and JavaScript (nodejs)
Experience with VertiGIS Studio and custom workflow development using Workflow Designer and Report Designer is an asset
