Position Highlights



We currently have an exciting opportunity for a Specialist Geotechnical Engineer in the Transmission Lines Engineering


Division's Geotechnical Design Team to act as the geotechnical owner engineer role for new major transmission line in the


North Coast Region. The North Coast Portfolio include new major transmission lines such as the Prince George to


Glenannan Transmission Project (PGGT); Glenannan to Terrace Transmission (GTTT); and Prince Rupert to Ridley Island


Transmission projects. As part of the portfolio, design of new and upgrades to existing Stations and telecom sites will also


be required. The North Coast Portfolio is a significant infrastructure investment that is to be expedited to secure industrial


projects in the northwest corner of the province.




The position is focused on leadership, task management and technical aspects of geotechnical engineering to lead the


North Coast Transmission Line portfolio. The role will coordinate amongst internal and external consultant teams, with the


external consultants taking the majority of Project of Record duties on the Lines component. The role is mainly as an


Owner's Engineer (OE) role; however, under the Progressive Design Build model under the lines components, the OE is


expected to work closely with the consultants to provide guidance and direction. Telecom and substation built as part of the


North Coast Transmission Line portfolio are expected to be completed by internal and external resources. The OE will help


manage and coordinate the resources required to support those works.




The work environment is considered multi-disciplinary, as the candidate will work closely with Civil, Structural, Mechanical,


Electrical, and Overhead engineering design teams; as well as with working with Geomatics, Environmental, Safety,


Procurement, and Contract & Construction Management teams.




The key responsibilities of this role include taking on the Owner's Engineer role to review consultant design packages and


coordinating design with multiple disciplines; undertaking Professional of Record duties; and support Request for Proposal/

Request for Information development. Overall management of projects are by a team of professional project managers, for


whom your technical efforts will support.




BC Hydro may elect to downgrade this position to a senior engineer; or utilize an internal consultant through Contingent


Labour Resource Augmentation (CLRA) based on applicants.




The North Coast Portfolio is expected to ramp up with anticipated in-service dates of 2030. After completion of the North


Coast projects, the role is expected to transition to working on interconnection and capital/maintenance projects.


What you'll do




Provide specialist level engineer services (EGBC Licensed P.Eng, Geological/Civil Discipline, Practicing Geotechnical/

Geological Engineering and/or Geotechnical Hazards) to fill the need for Capital Construction Work or Capital and


Maintenance project supports by the Transmission Lines and Station - Geotechnical Design Team. This specialist


engineering position requires leadership in geotechnical assessment and design across a wide range of soil and rock


conditions; and terrain hazards present across the Province of BC; particular in the North Coast Region.




Develop safe engineering solutions by using initiative and judgement to perform tasks including developing designs,
analyzing and resolving problems, and interpreting engineering specifications on medium to highly complex assignments for
BC Hydro projects and operations.




Help manage and coordinate internal resources dedicated to the North Coast Portfolio; including working closely with
other BCH owner engineer disciplines and external consultants.




Deliver exceptional customer service by communicating with stakeholders and performing activities such as defining the
scope of engineering/geoscience services to be provided, establishing the basic design criteria with the client, approving all


related technical documentation, and assessing and reporting on work progress against standards, objectives, and


specifications to support completion of projects safely, with quality, within budget and on time.




Make decisions and recommendations of a complex technical nature including the establishment of design bases, criteria,
engineering standards and concepts, and/or on matters affecting the management of engineering/geoscience resources


and activities to support project works.




Undertake geotechnical analysis and design pertaining to structures associated with Transmission Overhead Lines,
Transmission Stations, Transmission Underground Cable, and Telecom assets. Foundations include direct embedment,


grillages, rock anchored pedestals, pile foundations, helical pile foundations, strip and pad footings, cable vaults and duct


banks, and ground anchors.




Track geotechnical engineering issues/concerns and establish project-specific design practices, and also guidelines for
design and installation such as backfill installation of transmission foundation. Investigates and analyzes challenging or


unusual problems, develops alternatives, evaluates risks and applies innovative solutions.




Active geotechnical engineering support on numerous projects involving site assessment, foundation design, soil and rock
stabilization, ground improvement, geohazard assessments and design of protective systems to mitigate risk to structures


from natural hazards. Your role on the team will also include assessment of seismic risks and estimation of post-seismic


displacements.




Plan, manage, and coordinate, as may be required, undertake surficial and subsurface investigations to establish
geotechnical ground conditions and assess geohazards that may be present which could adversely impact BC Hydro's


existing or future assets.




Duties may include carrying out the role of Professional of Record on select engineering assignments, providing Owner's
Engineering reviews and oversight (office and field), and emergency/forensic engineering work assignments carried out by


the Team.




Prepare reports for internal and external clients detailing investigations, evaluation, analysis, conclusions, and
recommendations.




Provide technical assistance and construction support in the field and undertake field reviews as required by EGBC.


Prepare designs for existing, new facilities, and develop monitoring strategies for instrumentation across the province


Provide technical guidance, mentorship, and a range of check and review functions on geotechnical analysis and design
work carried out by other team members to fulfill EGBC compliance requirements.




Prepare work packages including scope, duration, and level of effort estimates.


Provides a range of check and review functions on geohazard and geotechnical analysis and design work carried out by
the team members.




As appropriate for project scale and experience gained to date on BC Hydro projects (or similar industry experience), the
position may require undertaking geotechnical lead position in procuring consulting and or site investigation services for


work packages. The role requires collaboration with BC Hydro's management, Procurement, Forestry, Environmental and


Safety teams to prepare an RFP (scope of work, technical specs, table of quantities/prices, and definition of payment


items).




Preparing and implementing Field Reviews Plans and undertaking monitoring of construction.


This position involves a mix of both work in a Hybrid office setting (Edmonds Office - Burnaby) and in the field. This
position requires a minimum 3 days in the office. For fieldwork, the candidate should be able to accommodate short


duration field assignments in remote locations across BC, typically in the order of days, but infrequent assignments up to 2


weeks may be required.

What you bring




A degree in Civil or Geological Engineering recognized by Canadian Universities.


A minimum of 10 years experience in Civil or Geological Engineering Design in the utility business with focus in
Geotechnical and/or Geological Engineering. Hydrotechnical experience is considered an asset.



Registered, or eligible for immediate registration, as a Professional Engineer with the Engineers and Geoscientists of BC
(EGBC). Professional Geoscientists registration is an asset.




Manages and responds to highly complex problems, provides subject matter expertise in specific areas and looked upon
as a senior role model. May lead a sub-function of the team.




Familiar with BC Hydro projects and engineering design practices or similar experience with other utility companies (i.e.
evaluation reports, specifications, proposals, estimates, design basis', calculations, hazard logs, test plans).




Plans ahead, solves problems, and gets things done safely while, driving efficiency, keeping up with standards, taking
calculated risk when risk assessment outcome indicates it as being an appropriate action, knowing when to escalate


potential risks that impact other areas of the business, and setting priorities to ensure overall efficiency.




The ability to characterize and describe the behavior of soil, groundwater and rock; and landslide is considered a base-line
attribute of what you bring to the role on the Team. Slope stability, settlement, and liquefaction assessment are considered


a requirement. As this is a senior engineering position, your experience to date should bring a senior level of experience in


assessing seismic hazard, analysis of seismic risk, and recommendations for ground improvement options that align with


constraints and BC Hydro's project specific withstand requirements.




Familiar with flood assessment design guidelines. This role requires the ability to identify and quantify flood hazards. This
includes assessing flood risks; and the design of flood mitigation structures.




Familiar with landslide design guidelines. This role requires the ability to identify and quantify various types of landslides
(ex. rockfall, small to large scale landslides, debris flow/flood). This includes assessing landslide risks; and the design of


landslide mitigation structures.




Collection, analysis and interpretation of data obtained from site investigations, geotechnical instruments, and other
published sources, including survey data, LiDAR, satellite imagery, GIS, soil maps, papers, reports, etc.




The ability to put your experience to practice and, as a Professional of Record, guide the efforts of others with respect to
natural hazard assessment, field investigations and in-situ testing, lab schedule development. You will be tasked to provide


check/review on the work by others or to directly provide summary reports and recommendations based on analysis and


interpretation of results.




As a specialist engineer on the Team, you will provide geotechnical input into the activities of a Project's Lifecycle,
including: Design Plans, Design Basis, Design Reports, Hazard Logs, Field Review Plans, Technical Specifications and


Drawings, and Inspection Test Plans.




Familiar with Design Standards like the Canadian Foundation Design Manual, NBCC Building Code, IEEE 691 Guide for
Transmission Structure Foundation Design and Testing, and/or BCH transmission line/station design standards, and


various other CEATI design guidelines.




Must have demonstrated strong leadership in management of design teams, excellent communication, conflict resolution,
interpersonal skills, and able to prepare and deliver appropriate directions to the team with clear and concise oral and


written communication.




This position may, from time to time, require transport and extended time completing aerial and marine based
assessments (i.e. helicopters and boats). The successful candidate should be reasonably able to tolerate the potential


effects of motion sickness
